EPFO begins special 3-month initiative ‘Employees’ Enrollment Campaign 2017’

Declaration under Employees’ Enrollment Campaign 2017’ should be made between January 1 to March 31, 2017

EMPLOYEES’ Provident Fund Organisation (EPFO) has started a special three-month initiative ‘Employees’ Enrollment Campaign 2017’ under ease of doing business for employers. This campaign is to provide opportunity to the employers to voluntarily come forward and declare the details of all such employees who were entitled for Provident Fund (PF) membership between April 1, 2009 to December 31, 2016 but unable to enroll for nay reason. The campaign aims to extend PF benefits to employees who have been deprived of PF benefits.


While talking to media persons here on Monday, Regional Commissioner- I of EPFO, Chhattisgarh Jay Kumar informed that according to the norms of the campaign those employees would be given membership of PF who have furnished their previous employment details in Form 11 to their employers. They were also required or entitled to become member of Employment Provident Fund (EPF) on or after April 1, 2009, but before January 1, 2017 and could not be enrolled as PF member for any reason. However, this enrollment facility would be available exclusively for Indian nationals.


He further informed that the employees share of contribution if declared by the employer as not deducted shall stand waived. As such the damaged to be paid by the employer in respect of the employees for whom declaration has been made under this campaign will be at the rate of Rs 1 per annum only. The condition also states that no administrative charges will be collected from the employer for the contribution made under the declaration. No inspection would be carried out for confirmation of declaration of employees.


The declaration by employer should be made between January 1, 2017 to March 31, 2017. Any employer whether already covered or yet to be covered can make a declaration which would be on voluntarily basis. However, if the employer fails to pay within 15-0days of the dare of making the declaration, the dues, interest and damages payable by him in respect of the declaration made under the campaign, such declaration shall be deemed to have not been made under this campaign. There is a facility for making online declaration. However, documentary declaration can also be filed with the concerned PF office, he added.


It must be noted that the establishments who have been served notices for quasi judiciary enquiry under Section 7A of the Act would not be eligible in this regard under the campaign. The employers are to collect duly filled and signature Form 11 from the employees. Similarly, an employee can also declare under the campaign only if he is alive on the date of making the declaration. The declared employees by the employers would be eligible to get all the benefits of PF like the benefit under Pradhanmantri Rojgar Protsahan Yojana.


He advised all employers of the covered and uncovered establishments under EPF to avail this special opportunity and furnish the declaration of the employees working under them within the scheduled deadline.
