On-line building plan sanction system from January 10

Maharashtra Government will launch Building Permit Management System (BPMS) from January 10 to sanction building plan without human intervention, said Vijay Gautam, Principal Secretary of IT Department.
Gautam was speaking with mediapersons on the sidelines of Smart City Launching Project. He said, the department has conducted successful experiment at Umrer, Talegaon and Panvel recently. We are ready to launch it at state level in all the corporations. The system will be developed as per the development control rules of the concern city and
rural areas. The builders can make on-line payment to the civic body.
Gautam said, the Government will launch Mahaone
application in the state to integrate all the transport and other services. The system is to be launched from Nagpur on pilot basis.
This is a major decision to bring much needed transparency in realty sector and to make sanctioning process more accessible and non-discretionary. Often, delay in sanctioning building plans become a bone of contention between big developers and sanctioning authorities. Apart from delays, the system is opaque, discretionary and non-transparent due to which many undesirable practices have developed in last many decades. There are scores of court cases filed over this issue.
Though there is provision of deemed sanction under the existing Development Control Regulations, if the map which is in accordance with regulations is submitted. But, very rarely it is opted for since compounding, loading of TDR or other relaxations can not be claimed under this method. But, with Government digitising the building sanction method and making it free from human interference and time-bound, the realty sector must be heaving a sigh of relief.
