Extension of due dates under GST is not a solution: NCCL

“Traders and businessmen are already complaining of problems in matching invoices while filing returns on the GSTN portal,” said CA Kailash Jogani, President of Nagpur Chamber of Commerce Limited (NCCL).


The problems faced by the business was due to slow running of portal and mismatch in credits. The traders cannot file GSTR-3 i.e. matching of GSTR-1 and GSTR-2 without update of GSTR-2A. GSTR-2 is a purchase return under GST and GSTR-3 is the matching of GSTR-1 (sales return) and GSTR-2 (purchase return) .


Government stated that the last date for filing of GSTR-2 and GSTR-3 are extended for facilitation of business and all the taxpayers at large. Government never accepted that there was a big technical problem in GSTN portal to deal with such a large number of taxpayers, he pointed out. It may be noted that the Group of Ministers (GoMs) under the leadership of Bihar Deputy Chief Minister Sushil Kumar Modi, had last week flagged the issues faced by the taxpayers in filing GSTR-2 and asked Infosys and GST Network to streamline the system.
It may be noted here that the GST was implemented from July 1, 2017 and the first cycle of 3 returns may get completed till December 2017 only, said CA Nitesh Agrawal associated with Kailash Jogani and Company.


“The God knows about next completed months (i.e. August to December) on the completion of first cycle,” he said. Agrawal suggested Government that for some time, till the smooth functioning of technology and thereafter for the ease of doing business, instead of three returns, Government should introduce Form 3B (details of sales and purchases) with monthly payment and half-yearly detail return.


“Government should understand that the problems are not teething problems but recurring in nature. If they are not solved at the earliest, then Government will be forced to extend the due dates every time,” Agrawal said.
