NMC to issue ‘Vidya Dhan’ card for students

Marching ahead with digitization and cash-free society to fulfill the dream of Prime Minister Narendra Modi, the Education Department of Nagpur Municipal Corporation (NMC) has decided to issue ‘Vidya Dhan’ card on the lines of Debit Card to the students of its schools. This card will be helpful for the students to buy the uniforms, shoes, note books, and books from the notified shops. The prescribed amount will be transferred to their accounts under Direct Benefit Transfer (DBT) scheme. The Education Department, which is always under fire for the massive corruption in distribution of uniforms, is trying to reduce the cash transactions as a corrective measure.


Dr Ranjana Lade, Deputy Commissioner of NMC and incharge of Education Department, while disclosing this scheme with The Hitavada said, the NMC will issue Vidya Dhan cards to almost 20,000 students of the schools. The data of 16,000 students has already been shared with Bank of Maharashtra for issuance of the cards. The Maha Bank will issue card free of charge. The students will not be required to open their accounts in the banks as these cards will be linked with the Education Department’s DBT scheme. The scheme is launched under the digitization programme of the Central and State Governments.


The students were facing problem in getting uniforms of their schools due to directives of the State Government to submit bills and get refund. The Government had directed the local body to open the bank accounts of the students and transfer the amount directly into their accounts. Those from economically weaker sections were confronted with the problems in opening bank accounts. The banks were not ready to open zero balance accounts of the beneficiaries. This led to delay in the distribution of uniforms to the students in Nagpur and other parts of the state. Till now, the local body has distributed only one set of uniforms to the 20,000 students, while second set will be distributed next month.


Therefore, on the lines of Pune Municipal Corporation (PMC), the Education Department of NMC has decided to issue these cards to the beneficiaries. Dr Lade said, “We are ahead of Pune in issuing cards as we have already finalised all the details. The cards will be issued before Diwali vacations. These cards are linked to the Aadhar cards of the students. The Vidya Dhan cards will be issued to the students studying in Nursery to Class XII th.


The NMC will also list the name of vendors for purchasing the materials. The civic body asked them go to these vendors on particular time and buy the materials. Cash transaction has been totally avoided under this scheme. Even the parents will not be able to usurp the money marked for education of their wards.
