NMC hopeful to get liberal financial assistance from CM

To clear pending projects related to Nagpur Municipal Corporation (NMC), Chief Minister Devendra Fadnavis has organised an important meeting on November 14 at 10 am at Ramgiri to resolve these issues and to give a new momentum to developmental works in second capital of Maharashtra.

Guardian Minister Chandrashekhar Bawankule, Rajya Sabha members Ajay Sancheti, Dr. Vikas Mahatme, Legislators Krishna Khopde, Anil Sole, Sudhakar Kohle, Girish Vyas, Sudhakar Deshmukh, Vikas Kumbhare, Nago Ganar, Prakash Gajbhiye and others are invited for the meeting. Officiating Mayor Deepraj Pardikar, Ruling Party leader Sandip Joshi, former Mayor Pravin Datke, Standing Committee Chairman Sandeep Jadhav, Project Committee Chairman Sanjay Bangale, senior leader Dayashankar Tiwari and others will also attend the meeting.

District Collector Sachin Kurve, Municipal Commissioner Ashwin Mudgal, NIT Chairman Dr Deepak Mhaisekar, all departmental heads of NMC will be present in the meeting. Sources claimed that the several files related to Town Planning Department, Estate, General Administration, Finance and Projects are pending at the Mantralaya level. This has hampered the pace of development and many ambitious projects are in limbo.

Besides, the revenue generation has taken a hit. The financial situation of the local body is pitiable and it is somehow able to manage the show only with the support of the State Government’s fund. The civic body performed very abysmally in collecting property tax from citizens. The amnesty schemes launched by the NMC proved to be non-starters. Now, the NMC has decided to auction the properties of the defaulters, but even here there is hardly any enthusiasm among machinery and this announcement has failed to deter the property tax defaulters.

The works related to Development Plan roads, LPG and Diesel crematoria, shopping Mall at Sakkardara and Mahal, Late Balasaheb Thackeray Memorial, Bharat Ratna Dr Babasaheb Ambedkar memorial will also be discussed in the meeting. The citizens are facing tremendous hardship due to construction of cement roads in various parts of the city. Even Chief Minister received several complaints regarding quality of construction and traffic jams in the city. This issue will also come up in the meeting.

The fund sanctioned under Goods and Services Tax (GST) to Nagpur is very less as compare to other similarly situated Municipal Corporations like Pune, Pimpri Chinchvad. The main cause of minimum allotment is less recovery of Local Body Tax (LBT) due to strong opposition of Bharatiya Janata Party (BJP) at the time of introducing LBT. The government has suggested the formula according to recovery under LBT. As per this formula, the financial compensation allotted to civic body is in proportion to its actual recovery. During past meetings, NMC has formally submitted a detailed memorandum to Chief Minister to revisit the formula and hike the grant.

The Ruling Party leader Sandip Joshi has proposed to raise this issue again and urge Chief Minister to increase grants. Presently, the NMC is facing severe fund crunch and this has hampered the development work in all the prabhags. The corporators are unable to get funds for the development work and they are facing opposition in their prabhags. The Chief Minister may give some relief to the local body in the meeting.
