Is it mandatory on V-C to issue direction for doing nomination?

Rashtrasant Tukadoji Maharaj Nagpur Univesity has declared the final list of candidates who remained in fray after the withdrawal. Out of total 73 Boards of Studies, no candidate is in the fray in 25 boards. Meanwhile the question is being raised whether it is mandatory for the Vice-Chancellor to issue direction for doing various nominations.


This time the new act of University has come into existence. The act has made the conditions tougher for the candidates who are willing to contest elections. For example, the teacher who want to contest elections from Board of Studies should have 10 years of teaching experience. He or she should be Ph.D holder.

The candidate must have 5 years experience of examination work. From Board of studies three such candidates contest the elections. Six members are nominated by Vice-Chancellor. They must have 10 years teaching experience (one teacher from full-time teachers of the university departments in the relevant subject, two teachers from amongst recognised post-graduate teachers in affiliated colleges offering post graduate programme in concerned subject, three teachers from affiliated colleges other than HoDs). The tenth member will be HoD from the department of university.


With V-C has power to nominate the members the claim of board members election unopposed has little value. In that context some members are demanding that V-C should issue direction of the nomination process and search committee should be constituted. Every name should be screened by that committee. The nomination should be held transparently. According to some experts there is no need to issue direction of any matter if the statute, ordinance or regulation is ready.


The norms to nominate and whom to nominate are ready then there is no need of any committee. V-C will just see whether the candidate fulfils the condition. If he finds any problem in nomination then he can constitute internal search committee which will do the scrutiny of that candidate. Secondly people are raising eyebrows as to why the issue was brought now. The nominations were being done since 1994. During that period till now nobody raised the issue. then nobody raised this issue. What need now arose to go with the rules and regulations, says former Senate member.


According to a Vice-Chancellor of other university, there should be no problem in issuing direction. He said that this would make every eligible to apply. Finally the prerogative of whom to be nominated lie with V-C, this Vice Chancellor added.


Considering all these conditions most of the candidates are not showing willingness to contest the elections. In fact Vice-Chancellor is empowered to nominate 10 members on Senate and 19 members on Academic Council. Most of the people are eyeing to get nominated through V-C on these bodies. On Board of Studies alone V-C can nominate 438 members.


Election schedule
The elections will be held on November 25 from 8 am to 4 pm.
The process of declaration of results would begin on November 27 from 10 am onwards at Convocation hall.
