Singapore Government to help NMRDA in developing metro region

NMRDA to complete on-going developmental works

In a major respite to illegal construction in Besa-Beltarodi, Ghoghli and other areas of the district, Maharashtra Government has directed Nagpur Metropolitan Region Development Authority (NMRDA) to regularise all the constructions by recovering premium from them. Most of the schemes in Besa-Beltarodi constructed without due permission from proper authorities will now be regularised. The NMRDA and Singapore Government will also ink an agreement to undertake world class developmental work in metro region.


In the first official meeting of NMRDA, Chief Minister Devendra Fadnavis directed Metropolitan Commissioner Dr. Deepak Mhaisekar to regularise the illegal constructions as per the directions issued on October 7, 2017. The government has issued notification to regularize all illegal constructions till December 31, 2015. These rules known as Maharashtra Town Planning (Compounded Structures) Rules, 2017, have been issued to provide respite to unauthorised constructions, mostly beyond municipal limits and purchased by lower middle class segment.


Guardian Minister Chandrashekhar Bawankule, Zilla Parishad President Nisha Sawarkar, Legislators Girish Vyas, Sudhakar Deshmukh, Vikas Kumbhare, Sameer Meghe, Dr Milind Mane, Sudhakar Kohale, Additional Chief Secretary (CMO) Praveen Pardeshi, Additional Chief Secretary (Housing) Sanjay Kumar, Municipal Commissioner Ashwin Mudgal, Superintendent of Police Shailesh Balkawde, Zilla Parishad CEO Dr Kadambari Balkawde were present in the meeting.


This will have a wider impact on real estate growth in areas beyond existing municipal limits of Nagpur. The countless multi-storeyed buildings had come up in areas like Besa, Beltarodi, Shankarpur, Ghogli, Hingna, Wadi, Kanholibara, Bahadura etc. In many cases, it was found that builders/developers had violated norms and laws.

also were violated brazenly. In fact, many properties including flats and commercial blocks changed hands very fast.

In the process, many builders/developers got out of the tangle while those purchasing these properties were left to fend for themselves. After public interest litigations and notice taken by the Government, developments in these areas had slowed down.


The NMRDA will regularize development by charging and recovering premium, infrastructure charges and compounding charges. The money received by the planning authority as premium, shall be credited into a separate account and it will be utilized for the purpose of providing public amenities, utilities and services in the areas.
Chief Minister has given clearance to give the financial powers of Rs 10 crore to Metropolitan Commissioner for undertaking developmental works in NMRDA area. The Executive Committee of NMRDA will have a power to spend Rs 25 crore while the work of more then Rs 25 crore will be cleared by the Chief Minister.


NMRDA will open regional centres at Nagpur (Rural), Hingna and Kamptee to facilitate residents of these areas. The office of Nagpur Rural will be opened at Khadka- Kirmiti Development Area. Chief Minister has given target to construct 25,000 houses under Prime Minister Affordable Housing Scheme in Nagpur to NMRDA.
The Committee also cleared the ambitious plan to construct roads worth Rs 49 crore and lay water pipe line of Rs 32 crore in Khadka-Kirmiti area.


NMRDA and Singapore Government will sign an agreement very soon for undertaking world class development in NMRDA area. Dr. Mhaisekar met Singapore officers to finalise the agreement. The team will help in Housing Scheme as well as in Logistics park.


Chief Minister also directed NMRDA to complete the on-going work of NIT till its completion. Later, these developmental works will be transferred to NMC. The NMRDA will charge 8 per cent for the development work. Dr Mhaisekar given presentation regarding various developmental works like Shree Mahalaxmi Jagdamba Sansthan Koradi, Divisional Sports Complex, Dr Ambedkar Conventional Centre, PMAHS, Tajabag Dargah premises, Deeskhabhoomi Stup development work, Sea Plane, Buddhist Circuit and other issues.


Chief Minister and Guardian Minister Chandrashekhar Bawankule also launched NMRDA website and pollution friendly bags on this occasion.
It can be considered for compounding subject to recovery of an amount equal to 50 per cent of the cost of the unauthorised development occupied by inadequate marginal distance on the basis of prevailing ready reckoner rates with additional compounding charges equal to 10 percent of the land rate in current ready reckoner rates.
