Opposition highlights loopholes in Heritage City proposal

Uproar in House as Opposition members asked ruling party members whether they have taken suggestions of eminent citizens of the city before preparing the proposal. Besides, they also lashed the ruling party members for not including several historical monuments like Madan Mahal Fort, Bada Phuhara, Kamania Gate, Hanumantal etc in the proposal


OPPOSITION members grilled ruling party over proposal aiming to make Jabalpur a Heritage City on Tuesday. Congress corporators shot a volley of questions at treasury bench which was unable to reply properly to straight and sharp queries. Opposition members asked ruling party members whether they have taken suggestions of eminent citizens of the city before preparing the proposal. Besides, they also lashed the ruling party members for not including several old historical monuments of the city like Madan Mahal Fort, Bada Phuhara, Kamania Gate, Hanumantal etc., in the proposal. Opposition members also created chaos in the House over abolition of the word Congress from Tripuri Adhiveshan. They said in year 1939 Congress Convention was held in Tripuri Smarak on the said date. It is surprising that the word Congress was deleted from the proposal.


They also questioned ruling party whether it has taken permission of Madhy Pradesh High Court and Anjuma Islamia Waqf Board to ensuring needed changes in their building before including the same in the Heritage City proposal. They also raised issue of including Cultural Street into Heritage City proposal. They questioned the ruling party that why it has blocked the road in the name of Cultural Street. They said in case of emergency the act will prove dear.


Opposition members said the move is causing inconvenience to citizens. Congress corporators said there is no place to park if civic body organises programme. Later, Opposition member Sanjay Rathore caused chaos in the House by terming Incharge Planning Naveen Richharia as ‘feeble minded’. He said the ruling party member has no knowledge of ancient texts. Richharia was giving example of Lord Ganesha who had circumambulated his parents Lord Shiva and Goddess Parvati during competition of circumambulating the earth. Instead of Lord Shiva, Richhari had added the name of Lord Vishnu while replying to the query of seeking citizens suggestion on Heritage City.


Entire ruling party created pandemonium in the House and demanded the Chair to direct Rathore to express apology for his wrong words. After prolonged hullabaloo, the matter could be resolved.


A number of Congress corporators spoke at length over proposal throughout the day. They came down heavily on Opposition members for preparing proposal without taking suggestion of eminent citizens and not including many ancient monuments and lakes in the proposal. At the end of the meeting the Chairperson had to cancel the special house meeting under Section 30 of the JMC Act sine die as the proposals under meeting could not be discussed and Opposition members took entire day on holding discussion on Heritage City only.


Earlier, the adjourned special house meeting started half an hour late at Pt Bhawani Prasad Tiwari auditorium on Tuesday. As per assurance given by the Mayor to Opposition members that they will be allowed to discuss the three proposals which were passed during the last meeting on majority basis.


Enraged over continuous absence of Municipal Commissioner from House meetings, the Opposition members had created huge pandemonium during the general house meeting held recently. They were alsobacking by the ruling party members on the issue. Later, the ruling party presented proposals related to door-to-door garbage collection, heritage city and proposal related to JMC employees. But, the Opposition members remained adamant on their demand of reply to their queries. Amidst chaos the ruling party members got passed all three proposal on majority basis.

Irked over the act, the ruling party members staged dharna in the well of the House. They continued protest till 8 pm and ended it only when Mayor Dr Swati Godbole assured them of discussion on proposals during the special house meeting on December 5. Accordingly, Opposition was allowed to hold debate on the proposals. But, they took entire day to discuss Heritage City issue. Leader of Opposition Rajesh Sonkar, former Leader of Opposition, Vinay Saxena, other Opposition members including Sanjay Rathore, Kewal Krishna Ahuja, MLA representatives, Mukesh Rathore, Jagat Bahadur Singh and others spoke on proposal.

They said it got prepared the proposal from outsiders who have no knowledge of the city as persons concerned have not been included several ancient monuments of the city in the proposal. While they have taken some buildings in the proposal for which it is mandatory to take prior permission of authorities concerned. They also grilled the ruling party for blocking an important road in the name of Cultural Street. They said the ace would prove costly during emergency like fire or natural calamity as there is no enough space for big vehicles like fire tenders etc. to ply freely on the route, which has been narrowed to half.

They said a known private hospital of the city is also situated adjacent to the road. During emergency it would be very difficult to ensure free movement of vehicles and people simultaneously on the road. Likewise, the area also lack proper space for parking. If JMC organise programme it has no place to ensure parking of vehicles. The Opposition members grilled the ruling party on both the issues and demanded it to rethink before implementing the proposals.
