Spat between CPCC President and WRD Secy

In full public view, Chhattisgarh Pradesh Congress Committee President Bhupesh Baghel and Ganesh Shankar Mishra Secretary Water Resources Department indulged in a spat over issuing NoC for mining in the catchment area of Pindraon Reservoir. The incident took place on Tuesday at the Chhattisgarh Assembly lobby in front of scores of mediapersons and public representatives.
The issue took a hype when the WRD Secretary objected to the remarks made by CPCC President against him, when both of them came face to face in the Assembly annex on Wednesday. The CPCC President during his recent visit to Pindraon reservoir for supporting the villagers, had castigated the role of Mishra as WRD Secretary.
He had reportedly stated that despite the fact that the reservoir is named after WRD Secretary’s father, the Secretary went ahead and signed the NoC permitting mining in the catchment area of reservoir. The Secretary objected to this remark. He said it is incorrect to drag him into the controversy.
On this the CPCC President asked what wrong he had done by making this statement. The WRD Secretary said without seeing the note-sheet and knowing the exact matter, he shouldn’t have commented. On this the CPCC President stated that he should provide him with the information in the note-sheet.
The WRD Secretary then stated that he is a government servant and Secretary of the department and hence he cannot hand over a government document. Instead he should apply for the said information under Right to Information Act.
However, Baghel was adamant in his view and asked the Secretary to provide him with the necessary information. The Secretary stated it is not his job and that he should follow the right procedure. The CPCC President reacted by stating that it his not his job to apply for RTI. He said what he has stated in Pindraon, he will continue to level the same allegations.
When the WRD Secretary noticed that the spat was being recorded by the media he tried to pull down the curtain over the spat.
The CPCC President said, that is why he was telling him to move from here. Being a government official, he should know where to discuss which issue. On this the WRD Secretary retorted, “it seems this is the reason why you are talking so much”. He added that “You called me and initiated started the discussion, I didn’t start.”
Later, talking to mediapersons WRD Secretary Ganesh Shankar Mishra stated that he didn’t want to comment any further on this issue. Bhupesh Baghel in his statement to media said the Secretary had then stopped him and initiated discussions. He said he is a former Minister and orders are not issued until there is consensus between the Minister and the Secretary.
