‘Higher Education Department involved in smartphone scam’

A company, which has got zero turnover, has got smartphone order of Rs 3.75 lakh. This is again breach of trust and corruption is involved, claims Vichar Madhya Pradesh organisation. This organisation includes group of Right to Information activists from all over the State.


Core committee member Akshay Hunka, in a press release, alleged that Smartphone scam shows not only wastage of money, but also shows that policies need to be made corruption-free so that it reaches the target audience. He alleged that no proper tender process was following in allotting order of smartphone to the company.


Last year, after much delay, Higher Education Department finally declared to distribute smartphones to meritorious college students in State. BJP had, in its manifesto for the 2013 Madhya Pradesh Assembly elections, promised to provide smartphones to meritorious college students. But in 2016, Higher Education Department had directed to accelerate the process of distributing smartphones to students, who took admission in first semester of graduation during academic sessions 2014-15 and 2015-16. These students, however, must have 75% attendance record to qualify for a smartphone gift from the Government. However, the decision could not take shape till 2016 and after the decision was taken, no proper strategy was followed and in a hurry, smartphone tender was allotted to company with no experience, which also resulted in poor quality of smartphones. In first phase, around 4 lakh smartphones would be purchased for students starting from class of 2014-15.
