CM tells PWD to set ambitious goals and work accordingly

As per directives of NITI Ayog, output/outcome budget is being initiated in Madhya Pradesh on the lines of Centre. Department-wise meetings chaired by Vice-Chairman Chaitanya Kumar Kashyap are being held since July 15 in this connection. This will go on till coming August 31. Later, Planning Commission will sign an MoU will be signed on how much would be the output from the amount received in the budget with all departments and how far the target set by the state in the form of outcome will be fulfilled. Madhya Pradesh is possibly the first state in the country to have taken such an initiative.

Vice-Chairman Kashyap told that the output/outcome budget system will strengthen transparency and feeling of responsibility in budget provisions. The Centre has also made it mandatory to obtain approval of NITI Ayog after preparing an outline of Output/Outcome budget for all departments. Likewise in Madhya Pradesh also, all departments will prepare an output/outcome budget and obtain approval of State Planning Commission. Information about budget provisions of schemes run under the department and their goal is being sought in these meetings. Officers are being asked as to how many works they will be able to complete and what target they will achieve by the end of the year and how many beneficiaries will be benefitted.

Vice-Chairman Kashyap, Ayog’s chief advisor Rajendra Mishra, advisor Ramesh Kumar Shrivastava and P C Baraskar and other subject experts and officials were present during the discussion with the principal secretaries and secretaries during the meeting. Earlier, the Ayog has given necessary guidelines for intensive brainstorming with senior officials of all departments to prepare state’s three-year work plan for from year 2017-2020, seven-year strategic plan for the year 2017-2024 and 15-year perspective plan for the year 2017-2032.
