Land deals to freeze in Smart City area

Nagpur Smart City first in the country to clear HR Policy

In a major development, Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL) has asked Director General of Stamps and Registration Department, Nagpur to stop registry of sale deeds in Smart City area. In effect, this will freeze all land deals in Smart City area. 

NSSCDCL has decided to procure additional 779 acres land of Bhandewadi, Pardi, Punapur and Bharatwada for Smart City Project. Now, the total land under Smart City Project will be 1,730 acres including previously cleared 951 acres of land. The decision regarding freezing all land deals in Smart City areas was taken in a meeting of Board of Directors of NSSCDCL held on Saturday.

Meanwhile, bhoomipujan of City Command and Control Centre that was proposed on Sunday at the hands of Chief Minister Devendra Fadnavis has been postponed.  Praveen Pardeshi, Chairman of NSSCDCL and Additional Chief Secretary of Maharashtra Government, chaired the meeting of Board of Directors of the company. Dr K Venkatesham, Commissioner of Police, Nagpur; Dr Deepak Mhaiserkar, Chairman of Nagpur Improvement Trust (NIT); Sachin Kurve, District Collector; Ashwin Mudgal, Municipal Commissioner, and Dr Ramnath Sonwane, Chief Executive Officer of Smart City company, were present in the meeting.

Several land owners have started illegal sale of plots in layouts covered under Smart City Project as mentioned above. Praveen Pardeshi directed NIT Chairman not to approve new layouts in these areas under Gunthewari Act. The Smart City company will also issue public notice to prevent gullible persons from purchasing plots in these illegal layouts. NSSCDCL Board decided to give work of Town Planning Scheme (TPS) of additional 779 acres area to HCP Design, Planning and Management Private Limited, an Ahmedabad-based company presently working on Smart City Project. The total cost of TPS projects is Rs 1.29 crore. The company will complete its draft report by December 2017. 

The Board of the company also cleared its Human Resources Development Policy in the meeting held on Saturday. Nagpur is the first Smart City in the country to have got its Human Resources Development Policy. As per the policy, salary will be given to personnel on ‘perform or perish’ basis. The company has proposed 54 posts under its Human Resources Development Policy. As per the policy, an employee will get 50 per cent amount of fixed salary while remaining amount will be disbursed on the basis of his/her performance. The principal contract will be given for three years but it will be reviewed every year. The performance will be evaluated every month. Nagpur is the first city among country’s total 60 cities selected under Smart City Project. The Board of Directors of the company also evaluated the progress of pan-city project and directed Larsen and Tubro (L&T) to expedite the work and improve quality.
