Online permission mandatory for Mandals to collect donations

The Mandals collecting donations (‘Chanda’ in Hindi or ‘Vargani’ in Marathi) for forthcoming Ganeshotsav, Durgotsav, or Shardotsav festivities have been asked to obtain online permission for the purpose from the office of Charity Commissioner.

According to A S Kolhe, Joint Charity Commissioner, Nagpur, it is mandatory for such Mandals to obtain online permission for collecting donations for such festivities. For the purpose, the office-bearers of such Mandals will have to fill up the application form online after visiting the website and following instructions thereof.
With the e-governance picking up very fast, and also to ensure digital footprint of such permissions and collections, the condition of online permissions has been introduced. The applications are to be submitted and permissions are to be issued as per the provisions under Maharashtra Public Trusts Act, 1950.

Section 41C of the said Act states that persons (other than public trusts) ‘collecting moneys etc for religious or charitable purpose’ should inform Charity Commissioner of such collection forthwith in writing and the purpose for which such collection is made. “On receipt of such information, Charity Commissioner may, on making such inquiry as he deems fit, permit such collection to be continued subject to such conditions as he deems fit, or may, after recording his reasons in writing in that behalf, direct such person to stop making such collection forthwith, and require such person to render an account of the collections made by him,” it states.
