Political air heats up over Skywalk issue

The opposition to the construction of Skywalk at Shastri Chowk junction has intensified with more and more people joining bandwagon. Meanwhile, an RTI activist Kunal Shukla has claimed that an amount of Rs 10 crore had been siphoned off from the public exchequer in the name of construction of fly-overs from Shastri Chowk to Raj Kumar college and from old PHQ to Raipur Railway station during 2015-16.
This allegation fuelled opposition to the project. Congress aggressively taking up the call claimed that they have a massive support of Raipur denizens who are opposed to this project. The Raipur Urban Congress Committee has stated that the Congress will launch a massive search operation for the missing fly-overs, which are stated to be under construction since 2015-16.

The Raipur Urban Congress Committee has alleged that Rs 10 crore have been siphoned off by the Public Works Department in the name of constructing fly-overs from Shastri Chowk to Raj Kumar college and from old PHQ to Raipur Railway station during 2015-16. Raipur Urban Congress Committee President Vikas Upadhyay has alleged that large scale corruption is prevailing in Public Works Department under the protection of PWD Minister Rajesh Munat.

He stated that crores are spent in propaganda through print and electronic media, hoardings and posters on development works taking place and foundation stones being laid at a single place for multiple development works. During such functions, people pay attention to development works particularly the major ones while the small works which are worth crores remains only on papers. Upadhyay pointed out that glaring example of it is the recent programme organized by PWD in Raipur, wherein, Chief Minister Dr Raman Singh dedicated and laid foundation stones for development works worth Rs 660 crore. Upadhyay further stated that the PWD Minister in his official website shares pictures of a bridge from Vietnam and good road from other areas and allegedly claims them to be a bridge in Raigarh and a road from Sanna village in Jashpur district.


Upadhyay further alleged that when the issue of fake photos in social media came to fore, the Congress had demanded investigation of all development works undertaken by PWD last few years and have written to Prime Minister Narendra Modi in this direction also. Upadhyay alleged that the amounts are siphoned allegedly by changing the name of the same road repeatedly. Similarly, today where the unwanted Sky Walk is being constructed, there was once plan to construct fly-overs which were much useful. Ironically, the money has been siphoned out in the name of constructing fly-overs.


Earlier, in a complaint made to District Collector, RTI Activist Kunal Shukla had demanded impartial enquiry on the alleged siphoning of Rs 10 crore in the name of constructing fly-overs. He said the Public Works Department in its Work Execution Budget details for the year 2017-18, has stated that through its Fund allocation no 2176 in 2016-17, Rs 5 crore has been spent on construction of Sky Walk. Similarly, through its Fund Allocation No 2180 and Fund Allocation No 2181 for the year 2015-16, it has claimed Rs 5 crore each (Rs 10 crore total) has been spent for constructing fly-overs from Shastri Chowk to Raj Kumar college and from old PHQ to Raipur Railway station respectively. The estimate also states that the work is in progress for fly-overs.
