Jail admin starts scanning of jail officers and inmates

Jail administration has started departmental inquiry in the murder case of Ayush Nirmal Pugalia (26), convict in murder and kidnapping of eight year-old Kush Kataria. “We are conducing inquiry from all possible angles to find out loopholes in the system and the inquiry report will be submitted to Additional Director General of Police (ADG), Prison, Bhushan Kumar Upadhyay,” said Deputy Inspector General of Police (DIG) Prison, Yogesh Desai.


Speaking to The Hitavada, DIG Desai said that they have recorded statement of 20 persons including jail inmates and jail officials and concluding report will be tabled in a week. ADG Bhushan Kumar Upadhyay said that the stern action would be taken against anyone found guilty in the inquiry report.


After performing autopsy, body of deceased Ayush Pugalia was handed over to his family and last rites was performed at Mankapur ghat in evening hours. Dhantoli Police have registered a case under Sections 302 and 34 of Indian Penal Code and arrived in the Central Jail on Wednesday for custody of accused Suraj Sheshrao Kotnake (24). Before killing Ayush Pugalia, Kotnake had committed two murders including that of his wife and father-in-law. He was acquitted in the murder of wife but court had held him guilty in the murder of father-in-law and awarded life imprisonment.


It may be mentioned that Kotnake had smashed heavy tile on the head of Pugalia and slit his throat with a sharp weapon in the latrine. Police learnt that an altercation took place between the two prisoners during last week after Kotnake accidentally pushed Pugalia. During the altercation, Kotnake and Pugalia abused each other and doled out threats to each other. Since last one week both were eyeing each other and waiting for an opportunity to teach other a lesson.


On early Monday morning, the two had an argument when Pugalia was on way to latrine. As per Kotnake's claim Pugalia had abused him in name of his mother after which he decided to eliminate Pugalia. The barrack has 10-20 toilets and bathroom in two rows. Pugalia and Kotnake were attending nature’s call in the toilet at around 6.30 am and an argument again ensued between them. Both were abusing each other loudly while sitting in the toilet. Suddenly in a fit of rage, Kotnake came out from toilet and grabbed a tile and smashed it on Pugalia’s head. The hit was quite powerful and Pugalia fell partially unconscious in the toilet. Soon after Kotnake came back with an unidentified sharp weapon and allegedly slit the throat of Pugalia.


The jail authorities are also looking at the possible loopholes in the system and revamping of internal administrative set-up to keep effective check on jail inmates and particularly convicts. Infact, whether to consider difference in social, economic strata of convicts and their different educational background, while lodging them inside the jail, will also be considered by the Jail administration, following this brutal murder of a convict undergoing life imprisonment.
