The outgoing Chief Secretary Vivek Dhand takes charge as Chairman RERA

Additional Chief Secretary Ajay Singh has been appointed as the 9th Chief Secretary of Chhattisgarh by the State Government. Ajay Singh, who had been Higher Secondary Board Topper during erstwhile Madhya Pradesh, has been bestowed upon with State’s highest administrative responsibility on Thursday.

The development took place after State Government appointed incumbent Chief Secretary Vivek Dhand as the Chairman of Real Estate Regulatory Authority established under Real Estate (Regulation and Development) Act 2016 (RERA), which came into force on May 1, 2017. On being appointed as Chairman RERA, Vivek Dhand had opted for Voluntary Retirement, which was accepted by the State Government. After a glorious innings of nearly 4 years as Chief Secretary, Dhand wanted to call it quits after attending today’s Cabinet Meeting. Appointment of Vivek Dhand as Chairman RERA was predetermined and he was waiting for completion of a fixed 90 days period which ended on Wednesday.

Meanwhile Ajay Singh been appointed as new Chief Secretary, he assumed charge in the afternoon today during the Cabinet meeting. Later the Cabinet formally bid adieu to outgoing Chief Secretary Vivek Dhand.
With the appointment of Ajay Singh as the new Chief Secretary, the speculations which were going round the Mantralaya as to who would be finally appointed to the coveted post, was put to rest.

The Chief Minister was due to visit Australia shortly and former Chief Secretary Vivek Dhand was part of the entourage accompanying him. Hence the speculations were rife whether the new Chief Secretary will be announced ahead of the tour or not. With the announcement all speculations have been put to rest now. In the midst of all these developments highly placed sources informed that the state government has cancelled the former Chief Secretary Vivek Dhand’s visit to Australia.

Meanwhile, after being appointed as the new Chief Secretary, congratulations and best wishes started pouring in for Ajay Singh. Since the inception of the state Singh had fulfilled his responsibility as Principal Secretary and Additional Chief Secretary exemplarily before being appointed to the top most administrative post. Born on February 12, 1960 in village Belkhuri under Patharia development block in Mungeli district of Chhattisgarh, Ajay Singh pursued his education in the state. During erstwhile Madhya Pradesh, Singh had topped Madhya Pradesh in Madhya Pradesh Higher Secondary Examination, 1976. He had completed his B Tech degree in 1981 from Indian Institute of Technology, New Delhi in Electronic Engineering followed by M Tech in Computer Technology in 1983. Later he completed his MA in Economics from Manchester University, UK in 1995-96.

During erstwhile Madhya Pradesh he had served as Collector in Siddhi, Sihore and Jabalpur districts followed by Additional Commissioner, Commercial Tax till year 2000. After Chhattisgarh came into existence, he joined here and was posted in various departments including Health, Food and Civil Supplies, Commercial Tax, Urban Administration, Energy, Agriculture and WRD as Secretary, Principal Secretary and Additional Chief Secretary. Ajay Singh, is soft spoken and savoir-faire by nature, will be having two years in his disposal for fulfilling his responsibility as Chief Secretary. His wife Dr Abha Singh is a renowned Gynaecologist and is presently posted as Dean, Pt Jawaharlal Nehru Medical College, Raipur.

The state of Chhattisgarh came into existence in year 2000 and since then Arun Kumar, Suyogya Kumar Mishra, R P Bagai, A K Vijayvargiya, Shivraj Singh, P Joy Oommen, Sunil Kumar and Vivek Dhand had served as Chief Secretaries. Of these, 8 Chief Secretaries were rehabilitated in Chhattisgarh after retirement while the remaining two R P Bagai and P Joy Oommen left for their home town.
