RTOs to get 1,341 handheld devices to issue e-challans to violators

Home Department of State Government has decided to provide 1,341 handheld devices to all Regional Transport Offices (RTOs) in the State to enable them to issue e-challans to violators. With the help of these handheld devices, RTOs will be able to issue spot fines to motorists violating the provisions of Motor Vehicles Act. Already, Traffic cops are issuing e-challans in various cities across Maharashtra.

Once the RTOs start issuing e-challans to violators, the facility for paying the amount of fine via online mode, instantly. These 1,341 handheld devices will be Internet-enabled. Maharashtra has a total of 1,341 executive officers and 64 flying squads under Transport Department. This establishment takes care of implementation of the provisions of Motor Vehicles Act. Recently, National Informatics Centre (NIC) has created a mechanism for inspection of vehicles on roads. As per the mechanism, action of issuing e-challan or spot fine can be taken against any of the registered vehicles, as the numbers are processed through Central server via Internet. The Internet-enabled handheld devices will be useful for field staff in issuing e-challans using the mechanism developed by NIC.


The cost of each of the handheld devices is Rs 75,000. Considering this, the Home Department has given a go-ahead for the expenditure of Rs 10,05,75,000 for purchase of 1,341 handheld devices. The department may buy these devices through competitive online bidding or reverse auction method.
