NMC’s e-Governance Modules not in working condition

Rs 17 crore spent on the modules but officers are reluctant in using it

Proving sheer negligence of officers of Nagpur Municipal Corporation’s (NMC) e-Governance Department, around 90 per cent of its modules are not in a working condition.
NMC, conferred with the national-level ‘Skoch Gold Award - 2014’ for introducing comprehensive e-Governance programme, has failed in implementing its modules. The civic body had spent Rs 17 crore on development of e-Governance Modules. e-Government Foundation, TCS and Aryansh Company had developed 64 different modules for the civic body for paperless and transparent system.

Later, NMC has reduced it up to 37 modules for its convenience. It is also learnt that senior officers are not user-friendly with the on-line system as they have not undergone its training.

Recently, NMC has decided to rope in Project Management Unit (PMU) to manage its e-Governance system. This will comprise one principal consultant, senior consultant, and a consultant. These experts will be hired from Deloitte, Ernst and Young, Grant Thornton, PWC, KPMG and Wipro. The file is pending with the Municipal Commissioner, who is on leave for a month. The Property Tax department is the most affected department due to failure of e-Governance System as data of more than 2 lakhs properties is not uploaded by the system.

The modules like Birth and Death Management System, Works Management System, Property Tax, Grievance, PWD Contractor Licence Management System, Finance Management System, Employee Management System, Fire Services and Emergency Department, Marriage Registration, Document Management System, City Web Portal and Hospital Information Management System are in working condition. However, couple of hospitals run separately at off-line system, sources informed ‘The Hitavada’.

As far as building permission is concerned, Town Planning Department has moved on Maharashtra Government’s system to grant permission to building plans. Sanitation and Drainage System is also not working as NMC is using Fleet Vigil System while in Education Department, it is using Shalarth System of State Government.

Trade Licences Management System, Hospital Licence Management System, Veterinary Licence Management System and Electrical Contractor Licence Management System are not in use due to various reasons. These systems are vulnerable to huge corruption and departments are not ready to make the system transparent, contractors alleged.

Other departments like Land and Estate and Market Management System, Social Welfare, Library, Legal Case Management System, Garden, Records, Slum, Workshop, Roads, Quality Control System, Hot Mix Plant, Cattle Pond, Committee, Sports and Cultural, Special Desk Office, Pench and other major projects, Dash Board, Enforcement Department are not functioning on e-Governance modules.
The local body is implementing several innovative ideas to improve the system. However, it seems that officers and employees do not want to use it for their convenience making mockery of pro-people concept of the Government.
