Prabhag 23: Contrast between good and bad citizenship

How citizens can make a difference in matters of cleanliness is evident in Prabhag 23. In one part of the Prabhag, garbage is the common sight while the other part wears a clean look. It is the attitude and awareness of the the citizens that makes all the difference. The part which is well maintained has alert citizens and in other part citizens are not even aware about their corporators. The blame for the filth equally goes at the doors of Corporators as well. It is the failure of Corporators if they are not known among the people. The Prabhag has homes of elite as well as middle and lower middle class people. It comprises Garoba Maidan, Chhapru Nagar, Harihar Mandir, Wardhman Nagar, Small Factory Area, Sudarshan Nagar, Padole Nagar.


Most of the part of the Prabhag is covered by industrial area and timber market. Many traders live in the area. Markets, factory area have been left to their fate by the civic administration as even the garbage van of Kanak Resources Private Management hardly goes there to pick up the garbage. Small Factory area is the part of the Prabhag but neither the people who own industries take pains to call the civic administration, nor they themselves try to maintain cleanliness. There is garbage in every lane, near every industrial unit all over the small factory area. One may not find mounds of garbage but it is scattered all over the lanes, on inner roads. Small ponds formed out of accummulated water is the usual spectacle.


On Lakadganj road before Sudarshan square large open potholes are visible which have become easy dumping points for people of the Prabhag. When this scribe visited the Prabhag, a citizen residing in Harihar Mandir area showed him the choked nullahs. Due to the continuous piling up of garbage in the nullahs, they get choked and now have dried completely. The situation is horrible because choking of the drainage lines may prove dangerous. When this scribe enquired in nearby hospitals, he was informed that there was continuous flow of patients suffering from dengue, malaria. It is a known fact that diseases like dengue, malaria are caused due to mosquito bites. The mounds of garbage, water logging are the sources of this dreaded tiny insect.

Only good thing of the Prabhag is a part of Wardhman Nagar which is on the right that wears a clean look. People have come together and formed a society named Sarvodaya Society. The society has gates on all the corners which are closed during night hours. Finding garbage in the area is very difficult. There is Jain Mandir in the locality and beside it, people have created a beautiful garden. The garden has all amenities according to the need of the children and of all age groups.


Atul Kotecha, a social worker and a staunch Congressman told ‘The Hitavada’, “The citizens here are alert and we do call corporators if we find any problem. They respond to our calls and get the things sorted out. We have installed CCTV cameras to identify not only thieves but also anybody who is making the area dirty. But that does not happen. We have fixed our dumping points, people put garbage bags at the site and the van of Kanak Resources Private Management pick those everyday.” Kotecha humbly pointed out whenever phone call is made either to Duneshwar Pethe or Narendra Borkar, Corporators of the Prabhag respond quickly.


How alert citizens and proactive corporators work together to look prabhag clean reflects in Prabhag 23. But it is not visible in other Prabhags. Can the Corporators of all Prabhags think on such ideas through which they can make look the whole Prabhag beautiful?


I monitor situation on daily basis: Dhawde

Manisha Dhawde has made it clear that BJP had taken serious cognisance of High Court judgement and convened a meeting where the party leaders gave proper instructions. She said, “I daily visit the localities in Prabhag with proper planning. I have specified the duties of monitoring to our volunteers who inspect the Prabhag from the angle of cleanliness. I ensure that the fogging should be conducted periodically and take signatures of the staff of NMC who does the work.”


“Being the seniormost Corporator, I visit the whole Prabhag daily and inspect whether garbage is lying anywhere. Of course, it is very difficult for me alone to do the inspection of complete Prabhag on daily basis. We have not distributed the localities of the Prabhag among ourselves. I keep giving instructions to other two women Corporators of the Prabhag who belong to BJP. We have prepared the affidavit as asked by High Court where we were supposed to write the steps taken by us for cleanliness in Prabhag,” said Narendra alias Balya Borkar. Borkar clearly said that he and two women corporators don’t keep in touch with Duneshwar Pethe as he does not belong to BJP.Kanta Rarokar did not pick up the calls


Duneshwar Pethe, the only Corporator who belongs to Nationalist Congress Party (NCP) is in touch with the people of the Prabhag. He takes round of the Prabhag regularly. Deshpande lay out, the area where Pethe lives is relatively clean. “I am very much aware of the High Court order and I am already taking the steps to keep the Prabhag clean. I work on the lines of Party Supremo Sharad Pawar who devotes maximum time for the people. Daily, I attend office situated in my house where I listen to the people’s problems and try to sort them out,” pointed out Pethe.
