UGC asks colleges to take tough stand against ragging menace

University Grants Commission (UGC) wrote to higher educational institutes regarding ragging menace in colleges. The Commission asked the institutes to curb ragging menace in the campuses. In its circular, UGC said it is to bring into notice that ragging is a criminal offence and UGC has framed regulations to curb ragging menace in higher educational institutions in order to prohibit, prevent and eliminate ragging.

These regulations are mandatory and all institutions are required to take necessary steps for its implementation in toto including monitoring mechanism and any violence of these regulations will be viewed seriously. UGC said if any institute fails to take adequate steps to prevent ragging or does not act in accordance with these regulations or fails to punish perpetrators of ragging cases suitably, it will attract punitive action by the UGC.

The Commission said all higher institutes ate requested to step up anti-ragging mechanism with adequate publicity through various medium, constitution of anti-ragging committee and anti-ragging squad, setting up anti-ragging cell, installing CCTV cameras at vital points, anti-ragging interaction workshops, updating all websites with nodal officers complete details, alarm bells etc. Regular interaction and counseling with the students, identification of trouble triggers and mention of anti-ragging warning in the institute prospectus and information booklets, brochures will be ensured.

Surprise inspection of hostels, students accommodation, canteens, rest cum recreational rooms, toilets, bus stands and any other measures which would augur well in preventing ragging and any uncalled for incident will be undertaken. UGC also asked universities and colleges to hold workshops, seminars on eradication of ragging in higher educational institutions and to display anti-ragging posters at all prominent places like admission centre, department, library, canteen, hostel, common facilities etc.
