Mayor accuses Govt of usurping RMC powers

State Government in past few years have reduced the Raipur Municipal Corporations (RMC) to a demolition and eviction agency while it’s usurping the Corporation’s power and making it villain in the eyes of general public.
Mayor spewed out these scathing remarks at presser while raising the botched implementation of LED lights under the Pt Deendayal Upadhyay Path Prakash Yojana among many others in a presser on Friday.

Mayor averred that the Delhi-based company EESL was awarded with the contract for LED light installation on 55,000 poles on January 26, 2017, and the company had to finish the work order in 9 months, but the company hasn’t even started work in 3 Zones. Of the 11,000 lights that it installed, LEDs on 5,000 poles are already out of order. There is no maintenance team arranged by the EESL.

The company has yet to install LEDs on 25,000 poles. So, the Mayor-in-Council (MIC), in a meeting dated January 25, 2018, had passed a proposal for cancellation of contract to EESL and install LEDs on remaining poles through RMC. The proposal was forwarded to the State Government.

Mayor event cast apprehensions on the intention of Urban Administration Department for it hasn’t yet responded to the RMC Commissioner’s letters of complaint against EESL.
Since the Company doesn’t have any manufacturing unit, they had proposed the LEDs lights installation should be done through RMC. But, due to stubbornness of Minister, contract was ultimately awarded to EESL.

Mayor and MIC member Shrikumar Menon didn’t even spare State Urban Development Agency (SUDA), accusing it of colluding with sub-standard companies and coercing the RMC into implement the contracts on ground while drafting all the terms & conditions.

Recounting many such SUDA’s haphazard projects, which didn’t quite fructified after spending crores of exchequers’ money, Mayor stated SUDA had bought Road Sweeping Machines for Rs 5 crores, these machines are now collecting dust & rust in workshop.

Infamous case of Kivar Environ is known to everyone, wherein the company had disappeared with crores of public money without properly executing the contract.
A Pune-based GIS survey company Aryan set back the RMC by Rs 16 crore. Government also needs to explain the relevance of spending Rs 6 crores on Internal Audit through a private company Sajjan Kanodiya, when there is a Government’s Auditor General.

Likewise, the company HPL vanished with 66 crores without fulfilling the awarded contract of construction of homes for poor people. Even the poor-quality buckets that are being distributed under the door-to-door garbage collection system are bought of the RMC money. Likewise the cycles distributed under Saraswati Yojana, rickshaws with 6 buckets, 500 other rickshaws, and handing over of the dilapidated Housing Board colonies to RMC are all carried out by SUDA and Urban Administration Department on money of the civic body.
