Government ayes 201 executive posts for NMC

Maharashtra Government has approved Staffing Pattern of cash strapped Nagpur Municipal Corporation (NMC) and allowed it to increase its strength by creating and upgrading 201 new posts. Now, civic body will have 668 executive posts as against present 467 to improve civic governance.


The government has considered the request of civic body to increase the critical posts to function properly on all fronts. Now, the civic body will have 7 Deputy Commissioners, 250 Assistant Engineers, 20 Executive Engineers, 2 Assistant Commissioners, 15 Zonal Officers and 85 Health inspectors.
Municipal Commissioner Ashwin Mudgal while welcoming the decision of the State Government, said, this will reduce the burden on the present staff and they can effectively work for completing the developmental works. The new decision will increase the financial burden by Rs 7.52 crore. However, local body has already increased its revenue to pay for the additional posts.


Ruling Party leader Sandip Joshi expressed gratitude towards Chief Minister Devendra Fadnavis for the decision and stated that now, administration should increase its efficiency to generate more revenue of the NMC.


However, while sanctioning the new posts, the Urban Development Department has made it clear that the establishment cost should not go beyond 35 percent. The civic body will have to increase its revenue to maintain the establishment cost upto 35 percent. Presently, the establishment cost is moving beyond 42-45 percent of the NMC. The government has also suggested to outsource maximum services like cleanliness, sanitation work and other non-executive tasks.

This will reduce the establishment cost. Presently, around 8000 sanitation workers including Aiwajdars are in the service of the local body. This has increased the burden on the finances of the NMC. Therefore, government has directed civic body to outsource the services. Municipal Commissioner Ashwin Mudgal said, the local body will also outsource some portion of the property tax department.


The government has also warned NMC not to increase the payscale of the new posts. Urban Development Department has asked road map for increasing the revenue of the local body within one month. The NMC has already submitted it to the State Government.


The government also warned NMC not to send new proposals for sanctioning of new posts. The NMC will have to submit the details of sanction posts, recrutiments and promotion rules to the government within three months.
State Government also sanctioned the proposal of NMC to change the nomenclature of post of Advocate and Civil Court Agent. Now, the Advocate post will be named as Law Officer and Civil Court Agent has been redisgnated as Assistant Law Officer.
