Digitisation fails: 5.70 lakh teachers to get salary via old manual system

As country is marching towards digitisation in all the sectors on the appeal of Prime Minister Narendra Modi while the Education Department of Maharashtra has reverted back to old manual system to pay salaries to 5.70 lakh teachers and non-teaching staff in the state. The ‘Shalarth’ an on-line payment system to make electronic payment of the salaries to the teachers in the state has came to grinding halt due to negligence of the top-brass of the department. The school teachers have still not received salary of January which is paid in February.

Highly placed sources claimed that School Education and Sports Department of Maharashtra Government had issued a directive on February 1 to Education Director (Primary) and Director (Secondary and Higher Secondary) to make salaries of teachers and employees of non-teaching departments by old manual system. The Data Base Software of Shalarth system had developed a technical glitch on January 12 due to which this system has come to grinding halt. The Tata Consultancy Services (TCS) was handling this on-line payment gateway for the teachers and non-teaching staff of the schools. The Education Department is taking severe pains to take support of Microsoft and to create more space from DIT in the system. However, this may take months to complete it. Therefore, the department has issued directions to make manual payment of salary for the month of January on the basis of salary paid in December 2017.

Vinod Tawade, Education Minister of Maharashtra while confirming the development assured that the on-line system would start next month. We have directed to make off-line payment to the teachers and non-teaching staff in the state.

Sources claimed that government has directed to make payment of January on the basis of payment made in December 2017. The names of the teachers, who had retired or taken voluntary retirement, will be deleted from the list. The teachers and staff members, whose salary could not be disbursed due to various reasons in December 2017 may suffer for a month or two as they will not be able to get salary from off-line system. An important meeting is slated on February 6 at Pune to resolve the problem. Sources claimed that department is searching for another company to handle the software.
