Uproar in House over derogatory word

Colloquial speech of Opposition member, Vinay Saxena sparked great pandemonium in the House during the special meeting called under Section 30 of the Municipal Corporation Act to discuss prevailing water crisis, on Tuesday.The corporators held heated exchange of words. Due to uproar, no business could be transacted for long time in the House. After intervention of fellow members, the matter could be resolved and discussion over meeting agenda could be started. The Opposition members demanded the Chairperson to direct for opening of ballot box in which House members had cast votes on censure motion moved against the Municipal Commissioner during last meeting.

But, instead of ordering to open the ballot box, the Chairperson declared the censure motion null and void. Irked over the decision, Opposition member, Vinay Saxena, Rajesh Sonkar, Kewal Krishna Ahuja, Sanjay Rathore and others registered great objection and asked the Chairperson if she had to declared it void, she should have not allowed voting on the censure motion. Congress corporators said, they would knock the doors of the High Court against the move and demanded discussion over it.
Before the Chair could take any decision on the demand, Corporator, Mahesh Rajput and Thaneshwar Mahawar said, when the censure motion had already been declared void, there is no significance of discussion on the issue. Displeased over the views, Opposition member, Vinay Saxena termed both the corporators flatterers of the Municipal Commissioner. His utterance sparked uproar in the House. After heated debate, discussion on water crisis started.

A number of Opposition members, including Mukesh Rathore, Vinay Saxena, Rajesh Yadav, Kewal Krishna Ahuja, Rajesh Sonkar spoke at length over water crisis prevailing in concerned wards.Speaking over prevailing water crisis, Vinay Saxena suggested that stop dam must be made at Upper Pariyat and Khandari so that additional water could be saved during monsoon. He said, the Municipal Corporation should repair and recharge out of order handpumps and tubewells in the city. It can give 1 per cent rebate to taxpayers who use handpumps at the houses.Besides, he also suggested for opening water ATMs in the city. He said, on one hand, it would provide low-priced water to the citizens, while on the other, the ATMs would also give employment to youths.

Drawing the attention of the House towards huge wastage of water through leakages in water supply line, Saxena said, the JMC should give a toll-free number of citizens on which they can complain about leakage in pipeline.He also suggested for harvesting rainwater from roads and drains. He said, special chambers should be made adjacent to roads so that the rainwater could be directed into these chambers. He also suggested for optimum use of Ramnagra water filtration plant (120 MLD) to cater water need of the city during summer. After prolonged discussions, the Chairperson ended the meeting.
