Building Collapse: Who is to blame for loss of lives?

Utter negligence of construction agency in following set rules for erecting a multi-story building proved dear to a number of labourers who were working at construction site of an under constucted hotel, on Monday. Two labourers died and nearly two dozens were severely injured when centering of second floor of the under constructed building caved in.The fellow labourers who were also working at the site immediately informed the contractor about the happening who telephoned to the Police and Fire Department of the JMC. The information spread like a forest fire. Within few minutes of the incident senior officials of all concerned departments reached the spot. SDERF jawans, JMC employees and Police personnel started rescue operation and shifted the injured to hospital.

Collapse of centering of under construction building revealed the fact of implementation of safety measures in rampant infrastructure development works being carried out in the district. The incident led to killing of two innocent labourers and injuring of 23 survivors.
The deceased have been identified as Vinny alias Vinay Bari (36), resident of Kanjar Mohalla, Belbagh, Sunil Dubey (30) of village Pathar in Umaria, Panagar while injured are Basanti Bai Gond (40) of village Padariya in Kundam, Pratima Devi Yadav (34) of Naya Gaon, Rampur, Shivkumar Jharia (29) of Cherital, Laxmi Bai Gond (26) of village Badhaiyyakhera in Bargi, Jugal Kishore Maravi (35) of Tilwaraghat, Rupesh Kanjar (42) of Kanjar Mohalla, Naresh Netam (33) of village Bamhni in Bargi, Phooljhar Bai Gond (30) of Sangam Colony, Shanti Bai Gond (20) of Deendayal Chowk, Punia Bai Punia (34) of village Gudgudi in Kundam, Bhagwati Bai Gond (35) of village Khukkham in Kundam, Mithilesh Samudre (26) of Kanjar Mohalla, Kalu Patel (32) of village Luhari in Madhotal, Biharilal Gond (37) of Sai Nagar, Ramput, Ganesh Patel (29) of Kanjar Mohalla, Kranti Thakur (17) of Badhaiyyakhera in Bargi, Kamal Singh Maravi (19) of Naya Gaon in Ghansore, Seoni, Bhuri Bai Gond (25) of Sanjeevani Nagar, Ranjana Kusram (20) of Sai Nagar, Rampur, Laxmi Bai Thakur (25) of village Jamhauri in Kundam, Bhola Giriyam (33) of Naya Gaon in Ghansore, Seoni and Kavita (20).


District Magistrate and Collector, Chhavi Bharadwaj informed that magisterial inquiry has been ordered to ascertain reasons behind the incident. Additional Collector Chhote Singh has been given responsibility of the inquiry on different points. He will submit the inquiry report in 15-days. Prima facie of the investigation confirmed that the construction agency was violating safety norms and stern action will be taken against the violators of norms. She informed that the dependents of deceased will be given financial aid declared by the district administration.
Superintendent of Police Kumar Saurabh informed that
the incident occurred due to intentional or unintentional human errors. It is a fact that contractors always tried to save expenditure in construction works but any authentic reason behind this tragic incident can be ascertained after investigations. He said for taking action on the inquiry report and registering case against persons responsible behind the tragic incident.Owner of Kaushalya Homes and Hotel Grand Kaushalya, Mahesh Kemtani informed that he gave contract of construction works to a private agency and it was the responsibility of contractor to ensure implementation of safety norms. SDERF team faced tough time removing debris of centering with the help of Fire Brigade employees of Jabalpur Municipal Corporation and Home Guard’s personnel till the night hours.
