CCDB concept gives more teeth to Raipur police

Crime Criminal Database (CCDB), a comprehensive data of crimes and criminals of Raipur district, dating back to 2005 till now, has yielded rich dividends to Raipur Police. The CCDB concept – a systematic pattern of synchronised and shareable data on all sorts of crime and criminals – has been derived from real-time working pattern exhaustively and avidly followed by one of the elite law enforcement agencies in the country. Taking a leaf out of it, the Raipur Police has implemented the CCDB in its day-to-day working from the second week of January 2018. The Raipur Police had to put in very minimum resources, in terms of man power and available technological advances at its disposal, but the success rate of CCDB execution has been overwhelming. All it takes a simple WhatsApp platform, which is updated with all the incidents recorded by every police station across the district, particularly in reference to the nature of crimes and criminals involved in it.

Credit goes to Raipur Superintendent of Police (SP) Amresh Mishra, who made CCDB execution possible, and even for him, this new format of policing has given more teeth to crime investigation and detection. “There is nothing to be brag about since it is part and parcel of daily policing, but the statistics speaks in volumes for the success of CCDB,” he maintained. According to SP Mishra, the CCDB is daily compilation of composite and comprehensive data updated on regular basis by dedicated teams of personnel from Cyber Crime Cell, Central Crime Branch and Police Control Room, which is purely based on
the filing of First Information Reports (FIR). “This stockpile of filtered information helps in the multi-tasking of police investigation and detection with minimum time and resources. Information sought under CCDB is primarily focused on property and body related offences such as cheating, forgery, theft, murders etc,” he explained.
Quoting an example, inclusive of its successful output, SP Mishra said that the CCDB enabled Raipur Police to ascertain that there were over 4000 under-warrant persons in the district, including many facing the permanent warrant execution, for past several years. “This superlative figure of pending warrant execution could be ascertained only after CCDB was introduced and further in helped in arrest of nearly 1000 persons under the jurisdiction of different police stations in a very short span of just two months. Although the details were fetched through police records between 2005 to till date, one of the under-warrant arrested had a permanent warrant pending against him since 1982,” he added.

SP Mishra further said, open-ended direct communication between the SP and Station House Officers (SHO) is another key feature of CCDB, which thereby helps in achieving its target of ‘tracking and monitoring’ the cases of all sorts that needs attention on primary or secondary basis. “By the virtue of this, I directly supervise the progress of an investigation, its pendency rate and estimated time it would take before being cracked, irrespective of the nature of offences. Thus, the remaining rank and file of the district police doesn’t have to undergo the cumbersome stages of information processing, filtering and despatching into the whole system,” he added. Elucidating further, SP said that it was only due to execution of CCDB, the Raipur Police have been doing wonders in ‘inter and intra’ police coordination, within and outside the Chhattisgarh. “With CCBD at our disposal, we have accurate details of every incident with respect to its chronology, number of accused persons involved, their priors if any, in addition to their possible whereabouts/hideouts etc. Now, we just dispatch team and the matter is cracked in short notices. Earlier, the Raipur Police had to depend on other districts or neighbouring state police to track/trace such persons, a scenario which no longer exists after CCDB implementation,” he asserted.

Meanwhile, according to Additional Superintendent of Police (City) Vijay Agarwal, the implementation of CCDB has worked wonders. “The detection pace of Raipur Police, in offences like rape, robbery, planning to robbery, loot, house-breakings, thefts, cheating, sexual harassment, in terms of arrests, seizure of valuables (cash and kinds), ascertaining authenticity of complaint, submission of final report in cases where accused could not be found, expunging of cases based on fake/false reports, has multiplied to manifolds. The statistics speak for true success of CCDB,” he maintained.
