Cong for stern action against officers, stenos for disrespecting House

UPSET over senior officials, including stenos, leaving the House when the Opposition moved censure motion against the Municipal Commissioner during last budget meeting, Congress corporators sparked uproar during special meeting on Wednesday. Opposition members said the stenos did not return to the House even when the national anthem was recited. Hence, terming this as disrespect to the House and the national anthem, Congress corporators demanded the Chairperson to take stern action against erring officials. Over Opposition’s demand Chairperson Sumitra Balmeek informed the House that she had already complained the matter to the Divisional Commissioner.


Later, the Opposition members demanded the Chairperson to allow discussion over censure motion, which was moved against Municipal Commissioner Vedprakash. Refusing the demand, the Chairperson directed to start discussion over the budget. But, before discussion could be started Congress Corporator and member of Accounts Committee Rajesh Yadav tendered resignation from the Committee saying the Mayor, year after the year was presenting budget without tabling the same before the Accounts Committee which is mandatory as per rules. Thereafter, a number of Congress corporators spoke at length over budget provisions. They demanded development works in their wards and also gave suggestions for city development. Opposition members also grilled ruling party for its failure to fulfill provisions, made in the last budget. After a long discussion and debate, the meeting was adjourned till 11 am on Friday.


Adjourned special budget meeting of Jabalpur Municipal Corporation was organised at Pt Bhawani Prasad Tiwari auditorium at 11 am on Wednesday. No sooner the House assembled the Opposition members raised the issue of disrespect of House and national anthem by senior officials. They said apart from other senior officials all three stenos including Santosh Agrawal, Chain Singh and Dinesh Thakur had left the House when the Opposition had moved censure motion against the Municipal Commissioner. They said the stenos were not there even at the time of national anthem.


As per rule they cannot leave the House till adjournment of the meeting. Creating uproar in the House they demanded the Chairperson to take strict action against erring officials. Chairperson Sumitra Balmeek informed the House that she had noticed the incident and had already complained the matter to the Divisional Commissioner.
During the special budget meeting organised on March 28, the Opposition members had moved censure motion against the Municipal Commissioner alleging he had insulted a woman Corporator of ruling party. After clearing his part the Municipal Commissioner had left the House. Later, senior officials including stenos also left the House. Congress corporators demanded discussion on the issue during special budget meeting on Wednesday. But the Chairperson has refused their demand and directed to open discussion on budget. But, before discussion could be started on budget, Congress Corporator Rajesh Yadav tendered his resignation from Accounts Committee. Later, speaking on the budget, Congress corporators demanded development works in respective wards. They demanded good roads, drains, development of squares and other infrastructure works in their wards. Apart from that the corporators also demanded for better potable water arrangements and concrete steps to rid people of their wards of waterlogging problem. Later, after prolonged discussion the meeting was adjourned till 11 am on Friday.
The adjourned special meeting under Section 30 of the Municipal Corporation Act will be organised at 11 am on Thursday.
