Inept preparations for wheat purchase irks Collector

COLLECTOR Chhavi Bhardwaj has expressed dissatisfaction over inadequate preparations for purchase of wheat at minimum support price in the district. Officers have been given instructions to make proper arrangements for purchase work immediately. Besides, they have been warned that if any kind of irregularity is reported, action will be taken against the officer concerned. The Collector was reviewing preparations for purchase of wheat at minimum support price.

She also instructed to ensure that necessary arrangements are made at purchase centres by providing electronic weighing machines. Information about preparations for transport and storage of wheat was also taken. She clearly instructed that wheat below FAQ quality should not be purchased and it should be ensured that wheat purchased at purchase centres should be transported to warehouses every day immediately. In case of any dispute over quality of wheat, committee concerned will be authorised to take decision which would have representation of employees and public representatives.

The Collector has also instructed that those committees who did not receive contracts, should be done with immediate effect. Appointment letters should be given to committee managers properly so that in case of any kind of irregularities accountability can be determined. She said that the Government is serious towards the interests of small peasants. Which is why, inspecting authority should ensure that small peasants do not face any inconvenience during purchase process. She also authorised the Manager of Civil Supply Corporation to keep a watch over quality control.

The Collector also expressed dissatisfaction over reply given by some officers in this context. She said that a day before wheat procurement, sacks could not be sent to centres and instructed marketing officers to supply sacks immediately. She also asked to provide sacks at all purchase centres by the evening. Its report will be given by supply officers at 8 pm to Collector on Sunday. The supply officers were asked to ensure availability of weighing machine for committees and table report till evening. She stressed on abiding by norms and rules made for purchase of wheat and not to compromise with them. Purchase according to the directives issued by the Government must be done at purchase centres. The Deputy Controller of Weighing instructed to ensure that testing of weighing machines will be done by inspectors at purchase centres.

The Collector said that food, co-operative and weighing inspectors will keep a watch over wheat purchase. Staff of Civil Supply Corporation will make necessary arrangements for quality checking. Officers of Corporation will be responsible for supply of below standard commodity to godowns and district administration should be appraised of any kind of irregularity if faced. In case the wheat is disapproved, ‘Panchnama’ should be made and sampling must be done.

In case of purchase of wheat lower than FAQ, Collector must be intimated through the supply officer. She instructed the supply officer C S Jadon to make arrangements for training of employees concerned. Details of purchase should be taken by inspecting from field officer. If below standard wheat is accepted, the concerned committee incharge, Food Inspector, Cooperative Inspector will also be considered responsible and action will be taken to suspend them. She also instructed the SDM during the meeting to inspect purchase centres regularly and keep a watch over process of purchasing.

Apart from it, they must conduct the casual inspection of centers according to instructions given on telephone from time to time. The SDM were also instructed to make arrangements for ferrying the wheat at godowns according to requirement. Additional Collector Sanjana Jain, SDM Uma Maheshwari, Namah Shivay Arjariya and other officers concerned were also present on the occasion.
