Govt affects reshuffle of 31 SPS cadre officers

In a much-awaited reshuffle at the mid ranks of the State Police, Home Department of Chhattisgarh Government on Wednesday evening issued fresh posting orders of 31 State Police Service (SPS) cadre officers. As strong rumours had been in the circulation for a quite sometime, SP (Crime) in Raipur Ajatshatru Bahadur Singh, a 1996-batch SPS cadre officer, has been made SP in State Human Rights Commission (SHRC). Singh’s posting in human rights panel is being considered a key elevation in his policing career as he after being conferred IPS award, most probably by June, would be likely given the charge of a SP in one of the major districts later.


As per the copy of order, four 1997-batch SPS cadre officer have also been shuffled wherein Durg ASP (City) Shashi Mohan Singh has been shifted to Police Head Quarters (PHQ) as AIG (Technical Services) whereas his batch-mate ASP Special Task Force (STF) in Baghera (Durg) Rajesh Kukreja has been elevated to SP rank in the same place. Similarly, Deputy Commandant 11th Battalion (Janjgir) Darshan Singh Maravi has been promoted as Commandant in College of Training in Jungle Warfare (CTJW) in Kanker. Deputy Commandant 3rd Battalion (Amleshwar, Durg) Shweta Rajmani has too been promoted to the rank of Commandant and posted with 20th Battalion in Mahasamund.


Quite strikingly, the posting orders of Raipur ASP (City) Vijay Kumar Agrawal, one of three 1998-batch SPS cadre officers, left many people as well as his peer group utterly surprised. For, Agrawal rumoured to be elevated as SP Radio in Bhilai, has been posted ASP (Traffic) in Durg district. However, the posting of ASP Rajnangaon Prafull Thakur as new ASP (City) in Raipur, was nothing new since it had been a much-anticipated move and whispers regarding his forthcoming posting in the State capital, had nothing to startle. Identically is the story behind the posting of SP Radio Vijay Kumar Pandey, who has been posted as new ASP (City) in Durg district. There had been lot of political interference in the posting of 1998-batch SPS cadre officers, even as top cops cited that the trio were routinely shifted following the completion of their 3-years stint in their respective districts.


However, the reshuffle brought jeers to Sukhnandan Rathore and Mukesh Khare, SPS officers from 2007 and 2010 batches respectively. Posted as CSP Kotwali in Raipur district, Rathore has been elevated and posted as ASP in Jagdalpur, the divisional head quarters of Maoist-afflicted Bastar region. “Earlier, there was a buzz that Raipur would be posted asASP (Rural) in Raipur district owing to his proximity with the corridors of power, but he seems to be left disappointed,” sources in State Police averred to this newspaper reporter. Alike, Mukesh Khare also met with disappointment with his posting order reading as ASP in Baloda Bazaar district. “Khare was learnt to be shifted to Road Transport Department as Deputy Transport Commissioner, which is reward posting. Yet, nothing like that happened following the Wednesday evening reshuffle orders,” the sources added. Another major development in today’s reshuffle came with the posting of ASP Jagdalpur Lakhan Patle, a 2007 batch SPS officer, as new ASP Dongargarh in restive Rajnandgaon district. “Shifting of Patle to Rajnandgaon came following the recommendation made by one of the top political functionaries in the state,” the sources averred.


Moreover, rumours also did rounds with regards to a reward post to ASP Durg (Rural) Daulat Ram Porte, also a 2007-batch SPS cadre officer, but the reshuffle order read his posting as Deputy Commandant in the 1st Battalion in Bhilai. “Porte failed to get the reward posting owing to some unavoidable reasons, most probably due to medical grounds or else he could have been made ASP (Rural) in Raipur city,” the sources disclosed. Similarly, the posting orders of remaining nine SPS officers of 2010 batch read transfer of Veena Khirawat (from Deputy Superintendent of Police, IUCAW, Durg to Dy Commandant 7th Battalion in Bhilai); Bhartendu Dwivedi (from CSP Dalli Rajhara –Balod to ASP Gorela, Bilaspur); I C Shandilya (from DSP Accountability Authority Raipur to Dy Commandant, 4th Battalion, Mana, Raipur); Babulal Kehri (from DSP AJAK Surajpur to Dy Commandant 13th Battalion); Madan Lal Negi (from DSP Headquarters Mahasamund to ASP in Anti Corruption Bureau); J L Lakra (from DSP PTS Mainpat to Dy Commandant, 11th Battalion, Janjgir-Champa); C D Tirkey (from SDOP, Chandrapur, Janjgir-Champa to ASP Mungeli); Shivram Ahirwar (from DSP Crime to ASP Crime in Durg); Sabit Lal Chauhan (from DSP Head Quarters, Raipur to AIG in Office of Surguja Range IG).


Alike, the posting orders of remaining 10 SPS cadre SPS officers of 2007 read shifting of Suresha Choubey (from ASP IUCAW Durg to ASP IUCAW Rajnandgaon); Maheshwar Nag (from ASP Kondagaon to ASP Kabirdham); Gopi Meshram (from Dy Commandant 8th Battalion in Rajnandgaon to ASP (Rural) Durg); Anant Kumar Sahu (from ASP Kabirdham to ASP Kondagaon), Pragya Meshra (from ASP IUCAW Rajnandgaon to ASP IUCAW Janjgir-Champa); Madhulika Singh (from ASP Gorela, Bilaspur to ASP IUCAW Durg); Pankaj Shukla (from ASP Operations in Balrampur to ASP Balrampur); K B Singh (from ASP Traffic to SP Radio Zone Bhilai). At last not the least, ASP Baloda Bazaar Vimal Kumar Bais, a 2000-batch SPS officer has been shited as ASP Bemetara. Bais is replacing incumbent ASP Gayatri Singh, a 2005-batch SPS officer, who has been posted as Deputy Commandant 3rd Battalion in Amleshwar, Durg.
