“I shall deliver my best in all aspects, using the experience and exposure I have earned so far in municipal administration. This is my vision as I take over as Municipal Commissioner of as vibrant a city as Nagpur,” said Virendra Singh, the new Municipal Commissioner. Singh, who was Director (Municipal Administration) before coming to Nagpur Municipal Corporation (NMC), took charge as Municipal Commissioner from Ashwin Mudgal, who has been transferred as District Collector, Nagpur. On the date of joining, Singh was a bit cautious but optimistic. He got to work on the very first day when he met heads of various departments, and shall continue with meetings in next few days to get the assessment of the situation.

During his brief address to the officials on Friday, he asked them to work with discipline, sincerity, efficiency, and towards the common goal of city’s development. Mudgal welcomed Singh with a bouquet. Ravindra Kumbhare, Additional Municipal Commissioner; Mahesh Dhamecha, Assistant Commissioner; Dr Ramnath Sonawane, Chief Executive Officer of Smart and Sustainable City Development Corporation; Dr R Z Siddiqui, Director of Nagpur Environmental Services Limited; Ashok Kolhatkar, Pradeep Khardenavis were present on the occasion.

Interacting with reporters on Friday evening, Virendra Singh said, “I have asked the heads of various departments to give me a list of challenges so that I can study those and then formulate response of the urban local body on the basis of requirements of the city and my experience.” Obviously, he was aware of the responsibility of presiding over the administrative affairs of a city, which is represented by Devendra Fadnavis, Chief Minister, and Nitin Gadkari, Union Minister for Road Transport and Highways. “I am lucky to be working here as I shall get guidance from them,” he added with a smile. 

Asked about his experience as Director of Municipal Administration, Singh said that new web-based applications were being developed for municipal councils in the State. Besides, the Geographic Information System (GIS) based survey was in advanced stage in Maharashtra in municipal council areas. “I shall extend my experience in use of Information Technology to add value to functioning to NMC,” said the IAS officer who also has experience of working as Director of Information Technology.

To a question regarding deteriorating financial health of NMC, the new Municipal Commissioner said that it would be too early for him to comment on it. “I shall study the issues first. I am aware that requirements are more, challenges are there, and kitty is limited. But, we will work towards betterment of the city,” he observed. At the same time, he said that it would not be proper to go for ‘big bang’ changes. For, he added, change carried out in a phased manner is beneficial.

On his priorities, Singh said that his foremost priority would be to provide basic facilities to citizens unfailingly. Completion of ongoing infrastructure development projects in time, co-ordination and co-operation of office-bearers, officials, employees, and citizens also occupy his task-list. He expressed desire to implement ‘zero pendency’ initiative in NMC.

Singh is a Science graduate from Rajasthan. He is a former Short Service Commission officer of the Indian Air Force. After joining the IAS, he got trained at Jalgaon. He served in various capacities including Project Officer, Integrated Tribal Development Project; Chief Executive Officer of Beed and Solapur Zilla Parishads, Collector of Sindhudurg and Aurangabad, Director of Information Technology and Director of Municipal Administration. He also has completed his Post-graduation in Management and Governance at London School of Economics.

Online building map system to be introduced in mpl corpns

Virendra Singh, the new Municipal Commissioner of Nagpur, told the reporters on Friday that during his tenure as Director of Municipal Administration, efforts were on to introduce online building map sanction system in municipal corporations after assessing the performance of the system in municipal councils. Already, he said, the system has covered around 240 municipal councils in Maharashtra.

New Mpl Commr takes charge amid power supply interruption

Virendra Singh took over as Municipal Commissioner from Ashwin Mudgal in ‘darkness’. For, when he reached NMC to take charge from Mudgal, the lights went off due to power supply interruption. After waiting for some time, Singh said that the show must go on and took charge of the office. As the power supply interruption continued, NMC officials made frantic phone calls to power distribution authorities to restore power supply. Still, it was restored only after passage of more than half-an-hour, said an NMC official.
