Monsoon Session in city from July 4, gets Governor’s nod

Ch Vidyasagar Rao, Governor, gave the directives paving the way for Maharashtra Legislature’s Monsoon Session to begin in the city from July 4. With the Governor’s directives issued on Thursday, the administrative machinery has swung into action and soon the preparations will begin for the session. Already, a few days ago, Girish Bapat, Parliamentary Affairs Minister, had told reporters in Nagpur that Monsoon Session would be held in the city this year from July 4. Also, he had said, Winter Session also shall be held in the city as usual in December 2018. Bapat was part of three-member committee that was assigned the task of studying feasibility of conducting Monsoon Session of State Legislature in Nagpur this year.

Sudhir Mungantiwar, Finance and Planning Minister; and Subhash Desai, Industries Minister, were the other two members of the committee. The committee submitted its report to Chairman of Legislative Council and Speaker of Legislative Assembly. Now, the Governor has issued directives on Thursday regarding commencement of Monsoon Session in Nagpur from July 4. Initially, there was opposition from Shiv Sena and legislators from Western Maharashtra to the proposal.  However, Bapat had told mediapersons in Nagpur recently that everything would fall in place. The proposal for conducting Monsoon Session in the city came up for consideration as the MLA Hostel in Mumbai is undergoing major revamp and it will not be possible to accomodate legislators attending the session in Mumbai. As the work would continue for around six months, Winter Session also shall be held in Nagpur as usual in December 2018.

Devendra Fadnavis, Chief Minister, has already directed the departments concerned to start preparations for Monsoon Session in Nagpur. The session is likely to be of one-month duration, or at least three weeks. Directions have been issued to all the top-ranking officers including those of Revenue and Police administration. Now, the preparations shall start in full swing. The office of State Legislature shall start functioning in the city in the last week of June.

This will be the fourth time that the Monsoon Session of the State Legislature shall be held in Nagpur. Previously, the Monsoon Sessions were held in Nagpur in 1961, 1966, and 1971. In 1961, the session had commenced on July 14 and concluded on August 30. In 1966, it started on August 29 and concluded on September 30, while in 1971, the session started on September 6 and lasted till October 11.  As per the Nagpur Pact signed when Vidarbha region became a part of the State of Maharashtra, and a resolution was passed in State Legislature in August 1960, a session of State Legislature is held every year in Nagpur.
