Fourth C’garh Monsoon Assembly Session from today

The Sixteenth Session (Monsoon Session) of Fourth Chhattisgarh Assembly is commencing from Monday. The Monsoon Session, which will be the last Assembly Session for the Dr Raman Singh led Bharatiya Janata Party Government in its third tenure, is likely to remain tumultuous. There will be total five sittings in the Session between July 2, 2018 and continue till July 6, 2018. The Monsoon Session is expected to be uproarious as the state will be going into elections later this year. Hence the opposition will like to corner the incumbent BJP government on all fronts. The opposition Congress is all likely to move No Confidence Motion notice against the Bharatiya Janata Party led state government by raking up issues like massive agitation by police parivaar, state government employees, mitanins, contractual workers, etc and will try to establish that anarchy is prevailing in the state with every segment unhappy with the government. Accordingly the Congress has prepared a strong strategy in this direction.


The Congress is also likely to rake the issue of land scams alleged against CPCC President Bhupesh Baghel strongly apart from raking up the issue of brutal beating of Independent Legislator Dr Vimal Chopda by police in Mahasamund prominently. Apart from these issues, other issues which are likely to be raked up by the opposition Congress are CBI enquiry on sex CD case, Vikas Yatra, distribution of compensation against drought relief and claim settlement against Crop Insurance Scheme, alleged non- availability of sufficient seeds and fertilizers, implementation of Suchna Kranti Yojna (SKY) apart from other issues like atrocities against Tribals, paddy Bonus (five years), failure of intelligence network in combat against Left Wing Extremism, depleting law and order situation, etc are some of the prominent issues which the opposition Congress will try to rake up during the Session.
Meanwhile, the ruling Bharatiya Janata Party has also started gearing up for effectively combating the opposition onslaught. If the opposition is preparing for cornering the ruling party, the Treasury benches are prepared as usual to combat the opposition with more aggression said a senior BJP leader.


The Monsoon Session will commence from Monday after paying tributes to Late Keyur Bhushan, MP, who passed away on May 3, Late Hemchand Yadav, former Minister, who passed away on April 10 and Late Vikram Bhagat, former Minister of State, who passed away on June 20. The budget demand proposals for the first Supplementary Budget for the financial year 2018-19 will be tabled on July 3. The discussions on the budget demand proposals for the first Supplementary Budget will be held on July 4. The Assembly Secretariat has received notice for tabling 4-5 Bills, including the Chhattisgarh State Finance Commission (Amendment) Bill, 2018.


Total 768 questions including 389 starred and 379 un-starred questions have been filed for taking up during Question Hour. The notices for Call Attention Motion, Adjournment Motion and issues to be raised during Zero Hour, are being received from June 26 onwards. As of now two notices for Adjournment Motion, 121 notices for Call Attention Motion and two notices for Non-Government Resolutions has been received. During the course of Monsoon Session, the 14-feet high statue of Swami Vivekananda established in the garden and the bust of Late Dr Shyama Prasad Mukherjee installed at the entrance of Dr Shyama Prasad Mukherjee Auditorium in Assembly Annex, will be unveiled by Governor Balramji Dass Tandon on July 5, which will be followed by a glittering function for awarding the Legislators and media persons for their exemplary performances during the previous year. On July 5 itself, farewell will be given to all the Legislators and they will be taking a group photograph with the Governor.
