NMC not to allow anybody to dig road without permission: Mpl Commissioner

“Nagpur Municipal Corporation (NMC) will not allow any person to dig the road without obtaining permission and depositing security amount for it,” assured Virendra Singh, Municipal Commissioner while replying to volley of questions in the general body meeting on Monday.


“The civic body has directed cable companies and others to use “Ground Penetration Radar” (GPR) system to know the details of underground utilities before digging the road. This will reduce the damage to the utilities,” he added.


Mayor Nanda Jichkar chaired the meeting of general body at Town Hall. Replying to a question during question hour, Commissioner said, “We have received several complaints regarding non-restoration of roads in the city. As per rule, no one can dig the road without permission of the civic body. We have provision of penal action against the offenders. We have issued directions to the administration not to give permission for digging of road without obtaining prior permission from local body.


Commissioner said, the civic body will give responsibility to Deputy Engineer of the zones for restoration of roads. The security deposit of the company will not return, if the road will not restore properly. He said, the local body has formed a co-ordination committee of all the agencies working in the city to solve the problem across the table. Singh said, Hot Mix Plant Incharge will give permission for the digging of road after accepting the security deposit from concerning company.


Senior corporator Satish Holey and Narendra Borkar have raised the issue of non restoration of roads by the companies in the city. Holey alleged that several companies including telephone companies, smart city, SNDL, OCW, MSEDCL and others are digging the road for laying the cable and pipeline but did not restore the road. SNDL has dug the road from Baidyanath Square to Besa Power Station around 4 kms stretch but did not restore it for last several months.

The NMC did not appoint any officer to look after permission and restoration. He alleged that cable company has laid the cable in the sewer line. As per directions, the companies are responsible for the restoration of road but no body is restoring it and local body did not take any action against them. Nitin Kapadnis, Deputy Commissioner has assured to appoint an officer for this work. Tanaji Vanve, Leader of Opposition also demanded to take action against negligent officers.


Narendra alias Balya Borkar has demanded to give information about digging of road and name of contractor to concern corporator and zonal office. The contractors are digging newly constructed cement roads too, he added.
