Prevent DP road from encroachments: State to NMC

A good road network is backbone of any good city. But the planning authorities are hell bent to prove this proverb wrong and manner in which development plan (DP) roads are being deleted, the ‘backbone’ of Orange City has been crushed beyond any redemption.

In view of rampant deletion of DP roads in undeveloped layouts in Nagpur and all over the State, Urban Development Department of Maharashtra Government has directed all the planning authorities to earmark DP road at site. The government has also directed to prevent encroachments on these DP roads.

State Government has recently issued a notification in this regard. It may be mentioned that several DP roads were encroached by the citizens as they were not aware about the proposed DP road alignment. The greedy developers cheated gullible customers, who paid his/her hard earned money to purchase the plot. When he/she constructed their house, the planning authority gave them demolition notice and this is giving sleepless nights to the plot owners. There were several cases in which planning authority and plot owners fought with each other over land dispute outside the court and also bitter legal battles in the court. Recently, Nagpur bench of Bombay High Court also directed planning authority to stop deletion of reservation of public utilities in the undeveloped layouts.

The planning authorities like Nagpur Municipal Corporation (NMC) or Nagpur Improvement Trust (NIT) or Nagpur Metropolitan Region Development Authority (NMRDA) had declared development plan roads in their development plan but there was no information at the site.

In Nagpur there are several examples where development plan road has been sold by the developer to the needy persons. The construction of road is necessary for that area to create proper road network. However, in view of encroachment over the reserved land, the local public representatives created pressure over the planning authority to delete the road. Several roads were deleted by the planning authority- Nagpur Improvement Trust (NIT) in undeveloped layout areas of the city.

In view of this large scale irregularity with the citizens, the State Government has directed all the planning authorities to demarcate roads at site to avoid any confusion of the prospective customers. Urban Development Department has directed local body to start marking of the roads on site immediately. The Government has also directed concerned officers to ensure DP roads free from encroachments otherwise they have to face music.Suneeta Aloni, former Deputy Director of Town Planning Nagpur Improvement Trust and Urban Planner, while welcoming the decision of Maharashtra Government has stated that Government should also display board over the site of proposed reservation. The board should also be displayed at other reservation sites like playground, market, open space, and others. Presently, planning authority has made reservation in the Development plan but there is no information about the proposed reservation to the citizen. She also suggested to display the board over proposed draft development plan.
