Manhandling case: Man alleges police inaction against head constable

Having suffered manhandling that caused permanent damage to ring finger, a citizen of Durg, who has faced this wrath of a police constable at his own shop, now observes that the police have though registered a criminal case against the head constable and his family members, but the accused have not yet been formally arrested so far since the incident that happened in last July.


The complainant shopkeeper Suraj Kumar Sharma, resident of Pachripara, Durg, who operates Sharma Printers and Photocopiers at Smriti Nagar market, has made a plea to the Director General of Police (DGP), seeking arrest of the accused. The plea has been acknowledged.


On refusal to give goods on credit, Dinanath Singh, who is posted as Head Constable in Chhattisgarh Armed Force battalion, his wife and two daughters manhandled in and out of the shop on July 12 last, said Sharma, also adding that he suffered fracture injury on his ring finger and even after full treatment, the finger is permanently damaged. He was addressing a press conference at Raipur Press Club on Tuesday.


Sharma has facilitated his shop with CCTV camera which has captured the incident. With the support of Civil Society member Meherban Singh, he shared the video with the media persons. He has also made the footage available to police in course of investigation following his complaint.
In his plea to the DGP, Sharma has named the investigation officer of the case and that this official and the accused constable pressurised him for compromise. The accused even made his daughters move application to senior officials for implication in false case, but the CCTV helped again. The footages showed that the daughter had not even come to the shop at the time which they mentioned in their complaint. In course of investigation over the false case, the relevant CCTV footage has also been submitted to the police, Sharma said.


The case against the accused head constable and his family members is registered in Smriti Nagar outpost that comes under Supela police station. None of the accused has been formally arrested and the police have twice pretended to have arrested him. The accused was picked up in police vehicle and left shortly at a distance.
After a complaint to the Inspector General of Police, Durg Range, the instances of pressurizing and threat of implication in false case no more happened.


A special court in Durg has dismissed anticipatory bail plea of the accused and he has now moved to High Court of Chhattisgarh. Through a witness, the accused constable has again threatened of dire consequence after he is granted the anticipatory bail, Sharma has maintained in the plea. He also pointed out how his finger is now permanently damaged.


Sharma further mentioned that he brought the matter even up to the notice of Prime Minister’s Office and all the letters have been forwarded at the level of Superintendent of Police, Durg. Yet, the accused were not arrested.
Reacting on the matter, Superintendent of Police, Durg, Dr Sanjeev Shukla told this newspaper that Dinanath Singh has also made a complaint that Sharma caught the hands of his daughter as she went to his shop for photocopy. In the video footage of manhandling, only Dinanath Singh and Sharma are seen. Singh’s wife and daughters are not in this picture. Complaints of both the sides have been taken into consideration and the matter is under investigation, said the SP.
