Special Correspondent,

As Municipal Commissioner Virendra Singh went on long leave of 15 days, Mayor Nanda Jichkar has postponed general body meeting of Nagpur Municipal Corporation (NMC) slated on September 5 at 11 am at Town Hall. The gap between elected representatives and Municipal Commissioner is widening day by day in the civic body and is adversely affecting the functioning of NMC.

Over a joint appeal of Ruling Party and Opposition party, Mayor has postponed the meeting as Commissioner will not attend the general body meeting. Mayor has directed Commissioner to attend the meeting to be held on September 24. In the history of NMC, for the first time, Ruling and Opposition parties joined hand against the Commissioner and postponed the meeting before it resumes.

Sandip Joshi, Ruling Party President, while talking to mediapersons said, “We have to seek answers from Municipal Commissioner over his decisions related to financial health and other critical issues of the civic body but he is not facing the general body members.
Earlier also Commissioner went on leave for a week during general body meeting and this time too he will not attend the meeting. Therefore, we have decided to postpone the meeting.”

Joshi said, Commissioner is taking decision without taking corporators into confidence. Earlier also he had put condition on expenditure of ward funds of the corporators and recently, he has stopped ward fund files related to underground drains and road works. We have raised strong objection over it and Commissioner has withdraw his letter and allow to perform this important development works in corporators’ wards.

Ruling party leader said, “We know the financial health of the local body is not well but this is not a first occasion. Earlier also the financial position was weak but Commissioner never take one sided decision without informing to the ruling party.”

He also raised objection over leave of the Commissioner as he has simply informed the Standing Committee about his leave in writing. As per Maharashtra Municipal Corporation Act, the Commissioner is supposed to take prior permission of the Standing Committee for obtaining a leave and Commissioner cannot decide the leave period as decided by him, he added. Commissioner went on leave from Monday but his application reached Standing Committee on Tuesday, he said.

Joshi said, it is impossible to hold a general body meeting without Commissioner as all the Additional Commissioners are new and they cannot face the general body.
