Directives issued to prevent black-marketing of urea

Directives have been issued by the Principal Secretary of Farmers Welfare and Agriculture Department to all the District collectors for proper and effective distribution of urea and to prevent its black marketing


According to the demand of farmers, sufficient availability of urea has been ensured in the State. As per the increase in demand in the State, urea is being supplied constantly by the urea manufacturing companies. During this Rabi season, 11.13 lakh MT urea has already been made available in the State till December 31, 2018. As compared to this, the State had received 10.85 lakh MT urea during the same period last year. Directives have been issued by the Principal Secretary of Farmers Welfare and Agriculture Department to all the District collectors for proper and effective distribution of urea and to prevent its black-marketing.


FIR registered against 2 urea distributors to prevent black marketing: Before this, FIR has been registered under the Section 3 and 7 of Essential Commodities Act against 2 distributors in connection with the black marketing of urea in Datia on Sunday. The FIR has been registered against Sahil Gupta of Sahil Traders, Datia and Rajesh Gupta of Rajesh Enterprises, Datia.


Deputy Director Agriculture of Datia suspended and new Deputy Director posted: The Agriculture Department has suspended R P Goyal, the Deputy Director Agriculture of Datia district with immediate effect. Action has been taken against Goyal for his failure in preventing black marketing of urea available in Datia district, for not distributing urea in effective manner among the farmers despite sufficient availability in the district, for failure to prevent illegal transportation of urea to other states and for taking sudden vacation without approval of competent officer under the prima facie of misconduct.


In place of Goyal, the Deputy Director of Farmers’ Welfare and Agriculture Directorate, Bhopal J N Suryavanshi has been transferred with immediate effect and posted as Deputy Director, Datia.


Directives related to urea supply: In this connection, directives have been issued by the Agriculture Development and Farmers’ Welfare Department to the collectors for proper and effective distribution of urea and prevention of black marketing. The collectors have been told in the directives that vigil should be maintained on distribution of fertilisers by the District Fertiliser committees formed under their chairmanship.


Along with this, work should be reviewed regularly by the committee. Constant monitoring of urea being taken out from rake points till it reaches distribution place should be done. Constant inspection of private and cooperative fertiliser storage centres should be conducted by the committee and physical verification of fertiliser stock should be ensured regularly. Moreover, employees should be posted at private and cooperative fertiliser sale centres.


Moreover, collectors have been told to keep special vigil on arrival of urea in border districts of the State. Collectors of Neemuch, Mandsaur, Ratlam, Agar, Rajgarh, Guna, Shivpuri, Sheopur, Morena, Bhind, Ashok Nagar, Datia, Tikamgarh, Niwari, Chhatarpur, Panna, Satna, Rewa, Singrauli, Sidhi, Shahdol, Anuppur, Dindori, Mandla, Balaghat, Seoni, Chhindwara, Betul, Khandwa, Burhanpur, Khargone, Badwani, Alirajpur and Jhabua have been told to ensure that urea should not reach other states from borders of their districts.


Directives to take legal action by registering FIR: Collectors have been told by the Farmers’ Welfare Department that immediate FIR should be registered under the Essential Commodities Act and sections of IPC against people involved in black marketing of urea. Along with this, strict legal action should be taken against such persons.
