NIT regularises 1,26,813 plots of 2,072 unauthorised layouts

Nagpur Improvement Trust (NIT) has regularised 1,26,813 plots of 2,072 undeveloped layouts in the city. The Trust has collected a whopping Rs 688.69 crore from the citizens for the development of these layouts. According to NIT records, a substantial part of the fund has been spent on the development work and very meager amount is left with the NIT.


Recently, Nagpur Municipal Corporation (NMC) has resolved to take over around 889 layouts from the NIT. The civic body also resolved to transfer balance funds of NIT to carry out pending development work. Highly placed sources claimed that NIT had spent maximum amount on the development works in last several years. Therefore, NMC will have to seek funds from the State Government for completion of remaining work.


As per information received from NIT, around 1,98,671 plot holders of 3,819 lay-outs had applied for the regularisation of their plots in the layouts. As many as 17,520 plots are under reservation and blocked for various reasons. NIT had regularised only 2,072 layouts while 1,724 layouts were rejected for various reasons. The plot holders had deposited Rs 17.81 crore at the time of application for regularisation. After scrutinizing all the applications, the Trust has generated demand of 1,26,813 plots worth Rs 774.71 crore for the regularisation. Out of 1.26 lakh plot holders, as many as 1,16,434 plot holders had paid the demand of Rs 688.69 crore. Till January-2019 end, the NIT had generated demands of 1,10,490 plots while 37,802 applications were rejected by the authority.

NIT has rejected 54,338 applications of rejected layouts. Chief Minister Devendra Fadnavis has directed NMC to take over all the layouts immediately as he has decided to abolish NIT from the city. Due to overlapping jurisdiction, the NIT’s wings were clipped way back on February 27, 2002, but seven schemes including unauthorised lay-outs and green belt remained with it. This allowed the NIT to exercise its jurisdiction on a major portion of city area where unauthorised layouts had surfaced in last three decades and this remained a point of friction between NMC and NIT.


Moreover, every Government made NIT nodal agency to execute to major developmental and beautification works within city limits. Though the NMC was expecting a windfall gain after transfer of assets from the NIT, perhaps it would get empty kitty and liabilities from the NIT along with jurisdiction over the layouts and some completed projects. The Trust has been mandated to work as Nagpur Metropolitan Region Development Authority (NMRDA) to undertake development work in rural areas.
