New SIT starts fresh probe

Civil Supplies scam

THE Special Investigation Team (SIT) constituted by Chhattisgarh Government to investigate the financial irregularities in the mega scam which had taken place at Civil Supplies Corporation, on Friday visited the office of Civil Supplies Corporation at Avanti Vihar and started investigation. 

The SIT team led by SP I Kalyan Elesella visited the office of Civil Supplies Corporation and held meeting with the departmental officials. Later talking to mediapersons, SP Elesella said that they had visited the office of Civil Supplies Corporation for investigating the scam, which had taken place during the period between 2011-2014. Some documents are missing, which are being searched and if necessary all necessary documents will be seized.

It is worth mentioning here that soon after coming to power the Chhattisgarh Government under Chief Minister Bhupesh Baghel decided on constituting a Special Investigation Team (SIT) to probe alleged financial irregularities in State’s Civil Supplies Corporation. The alleged scam was exposed in February, 2015 when sleuths of Anti Corruption Bureau (ACB) and Economic Offences Wing (EOW) had conducted simultaneous raids at 25 premises of Civil Supplies Corporation and also at the residences of its officials. During these raids a 113-page diary was allegedly recovered where names of persons benefited from the scam, were mentioned. However, the content of six pages of the said diary was covered finding it case relevant in the earlier investigations while the remaining 107 pages were left out.

Recently after an application was forwarded to the State Government by IAS officer Anil Tuteja, who was also an accused in the case, demanding a detailed probe into the matter, the State Government decided to carry out a detailed investigation,  particularly examining the remaining contents of the diary. In this direction the State Government constituted an SIT which would be functioning under the leadership of S R P Kalluri, IG (EoW/ACB). The other members of the team were SP I Kalyan Elesella, Additional SP Manoj Kumar Khillari, Additional SP Uneja Khatun Ansari, Vishwas Chandrakar, DSP; Anil Bakshi, DSP; L S Kashyap, Inspector; Brijesh Tiwari, Inspector; Ramakant Sahu, Inspector; Motilal Patel, Inspector; Farhan Qureshi, Inspector and N N Chaturvedi as Member (Legal Advisor). 

The SIT has been asked to carry out investigations on 11 points which include investigation of the period prior to June 2014 to February 2015, to investigate the contents of remaining 107 pages of the said 113 page diary, to investigate the 127 pages recovered from the computer of K K Barik which were skipped from investigation, investigation of illegitimate earning by Girish Sharma, Trinath Reddy, Arvind Dhruv and K K Barik. Also the SIT will be investigating the illegitimate income of Rs 36 lakh by Shiv Shankar Bhatt, which was recovered from the premises of Jeetam Yadav, etc. 

It may be recalled that during previous investigations, 16 persons including two IAS officers were made accused. It is being alleged that the scam was carried out by accepting lakhs of quintal cheap rice from rice millers against which corruption worth crores. Similarly, scam in the transportation of paddy was also unearthed in the Civil Supplies Corporation and cases were raised against 27 people. The Enforcement Directorate has also registered cases of embezzlement and started investigation into the fiasco.
