The Chhattisgarh Kanisth Prashasnik Sewa Sangh, along with the District Executive, has reviewed the ongoing work being done by Tehsildars and Naib Tehsildars in State. They highlighted severe resource shortages and security concerns affecting their ability to perform their duties. Consequently, a decision has been made for all Tehsildars and Naib Tehsildars to go on a three-day strike from July 10, 2024, to July 12, 2024. The review revealed that Tehsildars and Naib Tehsildars are working under significant constraints, including a lack of essential resources such as computers, printers, and scanners, which hampers the State’s push for an online process through platforms like the e-Court Online Bhuiyan Portal and the e-District Portal.
 
The officers are often forced to use their personal resources to meet these demands, leading to technical errors and additional pressure from authorities for quick online resolutions. A major concern is the excessive workload related to issuing income, caste, and residence certificates through the e-District Portal. The lack of computer operators and necessary resources exacerbates the situation, leaving little time for other duties. The association pointed out that the current online expectations, including managing the Revenue Court and updating orders online, are unrealistic without adequate support. Tehsildars and Naib Tehsildars are also serving as Executive Magistrates for law and order, often using their personal vehicles for official duties, including VIP protocols.
 
This dual responsibility has led to conflicts and incidents of assault, such as the recent attacks on a Naib Tehsildar in Alap sub-tehsil of Mahasamund district and a Tehsildar in Raigarh. Despite assurances from the government for improved security and better pay scales, these have not been implemented. Additionally, Tehsildars are burdened with the responsibilities of Superintendent/Assistant Superintendent of Land Records due to improper delegation, further increasing their workload. The statewide strike by Patwaris, coinciding with the government-organized Revenue Fortnight, has added to the burden on Tehsildars and Naib Tehsildars. The association also highlighted that promises of promotions and changes in status have not been fulfilled. The association had previously met with the Chief Minister and Revenue Minister to address these issues, but no action has been taken. As a result, the Tehsildars and Naib Tehsildars will observe a partial strike from July 10 to July 12, 2024. If the government does not take action, further measures will be decided by the provincial executive and district units.
