The Government is currently considering the promotion of Assistant Motor Vehicle Inspector to Motor Vehicle Inspector in the Transport Department. A meeting of Transport Secretary, Transport Commissioner and other higher officials has been planned in coming week. According to highly placed sources, the names of the people who don’t have prescribed experience too are being considered for the promotion. The sources expressed fear that the inexperienced persons, if promoted to MVI, would lead to major blunder as they handle the responsibility of inspecting of vehicles. For the post of Motor Vehicle Inspector, it is necessary to have at least five years of working experience of the Assistant Motor Vehicle Inspector.
 
As per Transport Department’s notification dated December 23, 2016, ‘Point 3 (iii) he or she should possess practical experience of repairing and maintenance of light motor vehicles, heavy goods vehicles and heavy passenger vehicles, for a period of not less than one year gained after acquiring the qualifications mentioned in clause (ii), in workshop run by a Central or State Government undertaking or Department or in a institution recognised by Government from time to time.’ The batch currently under consideration for promotion is the batch of 2018, consisting of 833 people. They joined the department in November 2019.
 
Accordingly, their term of five years has been completed in November 2024. But people in this batch were recruited as per the new rules of 2016. As per the rules of December 23, 2016, one year of experience of direct work in a garage is required for the post of Assistant Motor Vehicle Inspector. Government sends the applicant, who does not have one year of experience, to a recognised workshop for training. All the Assistant Motor Vehicle Inspectors who joined the service in 2019 were sent by the Government to the workshop run by State Transport Corporation for one year of practical work experience.
 
During this period, all the Assistant Motor Vehicle Inspectors were sent from the Motor Vehicle Department to the workshop of ST Corporation. All the Assistant Motor Vehicle Inspectors who joined the Government service in 2019 have completed only four years in the Government service and have spent one year in the ST Corporation workshop. The rules clearly state that if they had one year of experience working in a workshop, they were not required to work in the ST Corporation workshop. If such Assistant Motor Vehicle Inspectors are promoted to the post of Motor Vehicle Inspector without completing five years, it will be a violation of the rule.
 
The post of Motor Vehicle Inspector is related to road safety. Many things like inspecting vehicles, checking accident-affected vehicles require experience. If an Assistant Motor Vehicle Inspector who does not have full experience is promoted to the post of Motor Vehicle Inspector, then in the future, they may make mistakes and cause disasters. Vivek Bhimanwar, State Transport Commissioner told ‘The Hitavada’ that he hasn’t received any letter regarding this meeting.
