Postings be done on merit basis with transparency: ADGP L&O

Upholding need of maintaining transparency in the system, Additional Director General of Police (ADGP) Law & Order, Maharashtra Police, Rajender Singh ordered Unit Commanders across the State not to ignore merit and seniority while deciding postings in their jurisdictions.
 
The advisory seeks to counsel respective unit bosses to effect a fine balance while deciding on postings as often such exercise tends to cause heart burn in the force. ADGP Singh issued the circular recently underlining the need for maintaining transparency, improving conviction rate, accessibility of police officers and curbing crime against women. Maintaining transparency in the department is the most important to maintain image of Police Department. For that, postings, rewards and transfers should be done by assessing not only the competency but seniority as often experience comes handy in handling tricky situations which are now order of the day in the field. He further urged Unit Commanders not to unnecessarily be harsh on the juniors as it may lead to demoralisation.
 
Conviction rate Unit heads too has been asked to work on improving the conviction rate as it can ensure deterrence of law in society.The falling conviction is a cause of concern and often emboldens the anti-social elements. Hence top police officials should minutely examine the causes that led to acquittals and step up co-operation among investigators and prosecutors to plug the loopholes. If the conviction rate is low in a particular Section of Indian Penal Code, find out the reason and take precautionary measures, the circular mentions further. In crime against woman cases, the ADGP ordered to follow guidelines properly given in Protection of Children from Sexual Offences Act (POSCO) so that every criminal would be put behind bars. Quick action is the need of the hour as same would put deterrence on the offenders as they know that one cannot escape lightly with their dastardly acts. 
 
‘Do not keep commoners waiting’ “Many a times, it was noticed that senior police officers keep commoners waiting for a meeting and some of them are also not very keen on hearing public grievances. Such officials forget that people - police connect is most important for maintaining law and order or controlling crime rate", ADGP Rajender Singh observed in the circular. Advising the commanders to address this issue and categorically asked the police officials to step-up dialogue with common people and be accessible. Similarly, corrupt practices would not be tolerated in the department and referred to action against 194 police personnel who were caught by Anti-Corruption Bureau (ACB) in year 2019, the officer mentions further.
