Government sends two month old letter now
 
The Social Justice Department of Maharashtra took a very bizarre step. It has sent a letter to educational institutions in state informing them that scholarship given to VJNT, OBC and SBC students would not be disbursed to the ones, admitted not through Centralised Admission Process (CAP). The weird part of the letter is, the department has taken out it on March 20,2020 and issued it now in May for the reasons best known to it. It has changed the decision taken by previous Devendra Fadnavis Government of disbursing these students the scholarship.
 
This unusual decision of present Government not only brought institutions into trouble but also students. Institutions have no idea how to ask students of VJNT, OBC, SBC to pay fees while students too are in confusion. Students and parents were under the impression that they were not supposed to pay the fees. Colleges felt they would get the reimbursement from Government. The Directorate of VJNT, OBC and SBC Welfare had come up with a circular on September 20, 2016. The circular had said, ‘It is being made mandatory for the students belong to VJNT, OBC, SBC interested to take admissions to professional courses, that they should participate in Centralised Common Entrance Test and CAP. Students applying for receiving scholarships should not be forced to go through CAP or CET.
 
Anybody forcing reserved category students to come through CET or CAP for the receipt of scholarship would be held responsible for depriving students of their rights.’ But the letter dated March 20, 2020 changed the earlier Government’s decision and put the students not coming through CET and CAP, out of the purview of receiving scholarship. First the new Government issued one circular on March 16,2020 wherein it has canceled the earlier decision of 2016. It came up with new order that says, ‘Students clearing CET and participating in CAP only can avail the benefit of scholarship.
 
Students coming through CAP after clearing CET, fail to get admission become eligible to get the admissions at institution level, they too should not be given the benefit of scholarship. Such types of admissions are recognised by Admission Regulating Committee still the students would not be able to fetch benefit of the schemes.’ The scholarship is sponsored by Central Government and known as post-Matric scholarship. Canceling the earlier scholarship Government has put everybody in difficulty. Moreover Government sent the letter to institutions after two months.
