State blacklists Nashik-based company supplying bicycles to three ZPs in Vid

Industries, Energy, and Labour Department of State Government has taken decision to blacklist a Nashik-based company that was engaged in supplying bicycles to three Zilla Parishads (ZPs) in Vidarbha region. These ZPs are Wardha, Gondia, and Yavatmal. A circular in this regard was issued on Wednesday. As per the circular, State Government had signed a rate contract agreement in 2013-14 with M/s Jondhale Patil and Company, Nashik, for supply of bicycles. However, the Government received complaints that the company had not supplied bicycles within the stipulated time.
 
Accordingly, a probe was ordered. Enquiry officer was named on June 21, 2019. Accordingly, after enquiry, Development Commissioner (Industries) submitted the report to Industries Department. The report recommended to blacklist the said company for a period of one year specifically for three ZPs in Vidarbha namely Wardha, Gondia, and Yavatmal.
 
The circular cites that the report mentioned about complaints against the said company from 17 offices. Of these, complaints from 14 offices were regarding changes in terms and conditions of rate contract agreement, curtailment of supply period etc. In case of Wardha, Gondia, and Yavatmal ZPs, it came to fore that the company had submitted bills in advance even before supplying bicycles. Already, as per the Government Resolution issued by Industries Department on December 1, 2016, revised procurement policy has been implemented.
 
As per the provisions of the revised policy, previous rate contract system was scrapped. Against this backdrop, and findings and recommendation of the enquiry report, the department has now decided to blacklist the company. Further, the latest circular will be applicable in case of ‘all types of tenders’ relating to all Government and semi-Government procurement agencies. The circular will be applicable to works contracts and limited tenders. Signed by Kiran Ashok Jadhav, Deputy Secretary (Industries), the said circular was circulated to all District Collectors, Chief Executive Officers of all ZPs, all Municipal Commissioners, and Chief Officers of all Municipal Councils in the State.
