Supplementary Demands of over Rs 52,327 cr tabled in Legislature

ON the very first day of the Winter Session of Maharashtra Legislature in city on Monday, the State Government tabled Supplementary Demands of a whopping Rs 52,327.8271 crore. There will be discussion on the Supplementary Demands on Wednesday and Thursday, following which those will be approved.
Devendra Fadnavis, Deputy Chief Minister and Finance Minister, proposed the demands. Of the total amount of Supplementary Demands, Rs 51,000.1116 crore is in ‘voted’ category, and Rs 1,327.7155 crore in ‘charged’ category. Of the total demands, Rs 36,471.2640 crore is proposed as total expenditure on Revenue account, and Rs 15,856.5631 crore as total expenditure on Capital account. The demands are an important part of the proceedings of the Winter Session of State Legislature. As the session is being held in the city after a gap of two years, the Supplementary Demands assume more significance for Vidarbha region.
There are several important provisions under various heads in the Supplementary Demands. It has been decided to provide additional fund of Rs 1,000 crore as Share Capital Contribution to Maharashtra State Road Development Corporation (MSRDC) towards equity for Nagpur-Mumbai Expressway or Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg. Further, it has been decided to provide additional fund of Rs 1,000 crore for payment of interest during construction period on loan raised by MSRDC for the Samruddhi Mahamarg.
There is a provision for Nagpur Municipal Corporation (NMC) as well as for various projects in Nagpur and also Gosikhurd national irrigation project. It has been decided to provide Rs 2,000 crore for development of basic amenities in municipal corporation areas in the State. Rs 90 crore is proposed to disburse the prize money of the Beautification and Cleanliness Competition-2022 to the winning municipal corporations. Accordingly, Rs 9,99,95,000/- is proposed for protection and beautification of Sakkardara Lake in Nagpur city and Rs 255.74 crore for development works in NMC area. It has been decided to provide additional Rs 256,23,34,000/- to NMC under a special provision for development of basic amenities in Nagpur city. As far as Vidarbha’s most delayed and biggest irrigation project -- Gosikhurd -- is concerned, an additional Rs 50 crore has been proposed in Supplementary Demands for it under Pradhan Mantri Krishi Sinchai Labh Kshetra Vikas Yojana.
There are some other major provisions too for Nagpur. These include additional provision of Rs 75.17 crore for development works at Dragon Palace Temple, Kamptee. The estimated cost is Rs 146.1872 crore for construction of Collector Office building. In the demands, a token provision of Re 1/- has been made for the current financial year 2022-23.
For improvement of ‘Black Spot’ and allied work as per the recommendation of Road Safety Committee and Traffic Department, on Inner Ring Road of Nagpur city (State Highway-340), the estimated cost is Rs 1.50 crore. The project got administrative approval on November 22, and now provision of Rs 17.01 lakh has been proposed in Supplementary Demands.
For the Maharashtra National Law University at Nagpur and Aurangabad, additional fund of Rs 79.68 crore has been proposed for various constructions and for other expenses. Further, it has been decided to provide additional fund of Rs 15,02,13,000/- for reimbursement of amount paid by the Central Government for electricity supply to All India Institute of Medical Sciences (AIIMS) at Nagpur. The Supplementary Demands include provision for construction work of laboratory building protection wall entrance and other ancillary renovation work, upgradation of Laxminarayan Institute of Technology, Nagpur; construction of new multi-storeyed Family Court building with nine Court Halls at Nagpur; construction of new Court Building at Bhiwapur; and several construction works at Government Medical College and Hospital (GMCH) as well as Indira Gandhi Government Medical College and Hospital (IGGMCH). One of the proposals is for construction of new ‘Sky Walk’ from Trauma Care Building to OPD Building in GMCH. Construction of Token Counter and Waiting Shed for patients at open ground in front of OPD at IGGMCH, construction of 500-bedded hospital at IGGMCH, construction of 400 capacity building for new UG Girls’ Hostel in the premises of GMCH, construction of Girls’ Hostel building and Resident Medical Officers’ building in the premises of Government Ayurveda College and Hospital etc are other proposals that feature in the Supplementary Demands.
