Nagpur’s Dr Chandekar to head Govt’s expert panel

Maharashtra Government’s Higher and Technical Education Department has constituted an expert committee that would help in steering the formation of independent Divyang University. Nagpur’s Dr Murlidhar Chandekar has been asked to head the committee. Dr Chandekar has worked as Vice Chancellor of Sant Gadge Baba Amravati University. The 15-member expert committee is supposed to prepare a report with plan of action and submit it to the Government. There are a lot of students with disabilities pursuing various courses in higher education of their choice in different universities. There are four categories of such students which come under divyangs. “The committee would discuss the need for such an independent university and will suggest a plan of action,” Dr Chandekar informed ‘The Hitavada’. In a public programme in Pune, Chandrakant Patil, State Minister for Higher and Technical Education, had indicated that the State Government was considering the establishment of a new independent university for the divyang students. Government had already created a separate department for disabled welfare. The move to establish specialised university under the concept of inclusive education is defined in the Rights of Persons with Disabilities Act 2016 which is also encouraged under the National Education Policy (NEP) 2020.
 
Dr Chandekar has worked in the traditional university in various capacities as Pro-Vice Chancellor of Rashtrasant Tukadoji Maharaj University, Gondwana university, on various statutory bodies in Mumbai and Yashwantrao Chavan Maharashtra Open University. Dr Chandekar has also headed committees on various aspects of NEP 2020. He further explained, “An issue was discussed as to whether a separate university would lead to a feeling of isolation among persons with disabilities. But we noticed that coeducation creates an inferiority complex among divyang students. Nowadays every student is given a skill education too. This university will have that arrangement where they can acquire skills. We will create a plan to impart the education to these students as per their needs.
 
There are divyang students who have tremendous talent and potential. Just because of some or other disability these students can’t move ahead. Our committee will provide those tips. The Committee will also check possibility of affiliating dedicated centres to a specialised university which can develop courses fit in the parameters of University Grants Commission (UGC).” Joint Director, Higher Education, Pune is Member Secretary of the Committee.
