Rashtrasant Tukadoj Maharaj Nagpur University (RTMNU), in its meeting held on Saturday, passed a budget of Rs 635,73,40,000/- with a deficit of Rs 45,69,50,000/- for the financial year 2023-24. In the forthcoming financial year, RTMNU expects a revenue of Rs 590,03,80,000/-. “As the University is celebrating its centenary year, it has made provision of Rs 50 crore for construction works. The funds are being raised through donations,” Pro-Vice Chancellor Dr Sanjay Dudhe informed the House while presenting the budget. The University has plans to develop Indoor Stadium for which Rs 25 crore has been provided in the budget; Rs 5 crore has been marked for various works on the varsity premises, and Rs 50 lakh for completion of the new administrative building. Rs 11 crore have been allocated for technology upgrade, to enhance the quality of examination process.
 
“As we fail to push various schemes meant for students’ welfare, we have decided to increase manpower. We do not have adequate number of teachers and this directly affects students. To prevent academic loss of students, we have provided Rs 3.55 crore for salaries of contractual teachers and Rs 6 crore for teachers to be appointed on clock-hour basis. Rs one crore has been provided for scholarship to students, Rs 6 crore has been earmarked for Students Welfare Fund, coaching classes run by the University, and to motivate students from economically deprived classes,” Dr Dudhe announced in his speech. Dr Devendra Bhongade and Dr Ratiram Chaudhary demanded that the provision for research to be conducted at the University and affiliated colleges should be raised at least to one per cent of total budget, from Rs one crore at present. This one per cent comes to around Rs 6.35 crore, given the budget size.
 
Ajay Agrawal suggested that the University should lay more stress on industry-institute linkage and push for student internship in industries. Dr Kishor Ingale proposed to beautify the RTMNU campus. Dr Baban Taywade expressed regret that students had to go to other grounds, and suggested that RTMNU should have own cricket ground. The budget was prepared under the chairmanship of Vice-Chancellor Dr Subhash Chaudhary. The committee comprised Dr Sanjay Dudhe, Registrar Dr Raju Hiwase, Director of Board of Examinations and Evaluation Dr Praful Sable, Director of Laxminarayan Institute of Technology Dr Raju Mankar. In-charge Finance and Accounts Officer Dr Sanjay Kawishwar was the Member Secretary of the committee.
 
Panel to rationalise exam fee sharing with colleges
RTMNU has decided to constitute a committee to rationalise sharing of examination fee with its affiliated colleges. In RTMNU Senate meeting on Saturday, Dr Smeetaa Wanjarri alleged that sharing of examination fee was not rational. Colleges conduct first and third semester examinations.
Of the total examinations fee, 75 per cent is given to college and 25 per cent to the University. But, according to her, colleges have to spend a lot of money on honourarium given to 
teachers working during examination, energy bills, water, stationery, photocopying, question papers and answersheets, cycle stand, and on manpower required.
Stating that the money colleges had to spend while conducting examinations was more than what they receive, Dr Wanjarri requested RTMNU to give total examination fees to colleges. Director of Board of Examinations and Evaluation of RTMNU Dr Praful Sable informed the House that the University too had to spend money on its various facilities. Vice-Chancellor Dr Subhash Chaudhary intervened and said that the University too had to spend money on its facilities related to examination work including upgradation, staff, stationery, result process. “Hence, we will constitute a committee to prepare format, make the calculations so as to have proper distribution of examination fees between colleges and the University,” he announced. Quoting from the budget for the year 2023-24, he added that the revenue the University got through examination fees was 8.52 per cent of overall revenue while expenditure on conduct of examinations was 11.16 per cent of total expenditure.
