Make optimal use of technology in co-ordination to provide easy and speedy justice to all. With necessary information of all the departments in the dashboard, it would be easy to solve cases and people would get quick justice. Expedite the process of providing tablets to investigating officers in police force. Chairman, Justice Rohit Arya and Member, Justice Vishal Dhagat, Computer and e-Court Committee, Madhya Pradesh High Court, Jabalpur, reviewed implementation of instructions issued earlier with stakeholders at the Academy of Administration, Bhopal and gave necessary instructions. Additional Chief Secretary Home Dr Rajesh Rajoura, Principal Secretary Law Vinod Dwivedi, Project Co-ordinator High Court Jabalpur Fasahat Hussain Qazi and senior officers of other departments were present in the meeting.
 
Justice Arya instructed to take necessary action quickly in co-ordination with all for smooth implementation of e-court as per guidelines of the Supreme Court. In case of any problem in co-ordination, e-court committee should be informed so that the problem can be resolved expeditiously. Justice Arya said that when imperitive information is available on dashboard being prepared by NIC, it will be easy to analyse cases and can ensure quick justice. In the e-court system, information like FIR, Forensic Science Lab report, post-mortem report, deliberations, statements of witnesses, decisions of courts, etc will be available online, which will make it easier to take decisions. Justice Arya said that with empowerment of e-court system, there will be no need for public to come to court for every work. MedLEaPR software should be developed as the 6th pillar of Inter-operable Criminal Justice System (ICJS). Post-mortem report plays a crucial role in investigation of criminal cases.
 
While reviewing MedLEaPR, Justice Arya asked the Health Department to ensure necessary arrangements for post-mortem in all primary health centres of the State. The departments concerned were directed in the meeting to obtain necessary approvals from the competent departmental committees before sending the proposal to the Finance Department. The Finance Department was asked to take all necessary action on time for the empowerment of the e-court project as directed by the Chief Justice of the Supreme Court so that delay could be avoided. The judicial officers informed about the merits of ICJS and gave tips to make it strong and effective. It was informed in the meeting that there are a total of 1199 primary health centres (PHCs) in the State, out of which 533 have arrangements for conducting post-mortem. Arrangements are being made for remaining 32. It was informed in the meeting that the process of filling 60 scientists, 45 lab assistants and 60 data entry operators post the e-court system is in progress.
Maximum work should be done in Hindi
Justice Arya gave instructions to complete operational work of e-seva centres of the State at the earliest. He said that maximum work should be done in Hindi. Additional Chief Secretary Panchayat Malay Srivastava informed that e-seva centres have been set up in 15,759 gram panchayats in the State. Work of setting-up e-seva centres in remaining 6,674 gram panchayats will be completed in next two to two and a half months. For this, the process of training has been completed.
Speedy redressal through ‘Samadhan Aapke Dwar’
Justice Arya said that speedy redressals are being made in Gwalior zone through ‘Samadhan Aapke Dwar’ programme. Complaints of revenue, electricity, forest, police etc departments are being redressed. In the first camp, 5,000 cases, in second 10,000 and in the third camp 38,000 cases were received and resolved. On coming August 5, ‘Samadhan Aapke Dwar’ camp will be organised for 10 districts in Jabalpur zone.
