Country’s first crop e-panchnama begins

Nagpur Division has become the first in the country to implement ‘e-Panchnama’ for survey of damaged crops and livestock due to natural calamities. This system is expected to help State Government get assessment of ground situation in real time, and enable it to take required measures. Accurate and speedy panchnamas will help in providing faster compensations to ryots. Explaining the concept, Divisional Commissioner Vijayalaxmi Bidari said, “E-Panchnama will make it possible to provide immediate assistance to farmers. This will bring to an end the manual procedure that had been in place till now, and thus will reduce the sufferings that farmers were undergoing. The e-panchnamas have already begun and I have asked the officials to complete panchnamas of damages by August 5.” Bidari, on Tuesday, was interacting with mediapersons to mark the occasion of Revenue Day. “Natural calamities damage the crops and livestock. Till now, due to the tedious panchnama procedure, farmers had to wait too long to get compensation from the Government for their losses.
 
The decision to start the experiment of ‘E-Panchnama’ in Nagpur Division was taken with a thought to speed up the process of distributing compensation to farmers,” stated Bidari. She said that the mobile application and making of the software in this regard started in December 2022. Training was also provided to the officials concerned. “The application, developed with the help of State Government's Remote Sensing Department (MSAC) and the Department of Revenue, Relief and Rehabilitation, has been started,” elaborated Bidari. Now, talathis themselves will approach farmers, inspect the losses, take photos and upload them on the e-panchnama app to assess the exact damages to crops and livestock. This uploaded information , will be filled by Talathi, Gram Sevak, Krishi Sevak too. It will be verified with the information already filled in by the farmers in the e-peek (e-crop) survey. Tahsildars will check the filled information and, after their approval, it will be sent to Divisional Revenue Officer, Collector, Divisional Commissioner. This information will then reach State Government, which, as per its rule, arrange the deposition of the aid directly in the Aadhaar-link bank account of the farmers.
 
“The natural calamity has damaged the crops on 30,599 hectare land and its 53% panchanamas are completed. I have asked the officials to speed up the procedure and complete all panchnamas by August 5,” Dr Bidari informed the mediapersons. Tehsildar of Nagpur Rural, Pratap Waghmare explained the procedure of e-Panchnama. While creating this application, information about geo-tagging, satellite maps, heavy rainfall etc. has been made available on one click. Deputy Commissioner of Revenue Deepali Motiyele proposed a vote of thanks.
