Post death of incumbent V-C Dr Subhash Chaudhari, acting V-C Dr Prashant Bokare seeks directions on certain issues
DR PRASHANT Bokare, Vice
Chancellor of Gondwana University
has sought clarification from
Chancellor for suitable steps to be
taken after the death of Dr Subhash
Chaudhari, Vice-Chancellor of
Rashtrasant Tukadoji Maharaj
Nagpur University (RTMNU). After
the suspension of late Dr Chaudhari,
Chancellor had given additional
charge of RTMNUV-C to Dr Prashant
Bokare.
There are some issues on which
university needs clarification of
which two important aspects are
related to Vice-Chancellor and
another regarding Pro-Vice
Chancellor. As per the Maharashtra
University Act, after the end of the
tenure of Vice-Chancellor, the ProVice Chancellor has to demit the
office automatically.
Adv Manmohan Bajpai, Senate
Member has sent a letter to ViceChancellor and demanded that as
per the Section 13 (7) of Maharashtra
Public University Act 2016, a notification should be issued regarding
the end of tenure of Dr Sanjay Dudhe
as Pro Vice-Chancellor.
“We have sought the guidance
from the honourable Chancellor for
a suitable action quoting various
related sections, which includes the
issue of Pro Vice-Chancellor and
fresh appointment of Vice
Chancellor,” Dr Bokare informed
‘The Hitavada’.
Dr Bokare pointed out that since
the appointment of Dr Sanjay Dudhe
was made under erstwhile Act, directions should be received from
Chancellor. Secondly, Dr Bokare was
given additional charge of Vice
Chancellor of RTMNU for the
period of suspension of Dr
Chaudhari. Now, Chancellor has to
send a letter with the name who the additional charge of RTMNU
V-C is to be given to.
Considering this aspect, Dr
Bokare has sough clarification
from the Chancellor.
As per the earlier rule, Vice
Chancellor used to recommend three names for the
appointment of Pro ViceChancellor and sent them to
Chancellor. Chancellor then
used to give the final nod. As
per new provision, the ViceChancellor can appoint ProVice Chancellor by seeking
approval from Management
Council.
Adv Bajpai has put one
more point, according to
which, Dr Subhash
Chaudhari passed away on
September 26, 2024, so the
decisions if any taken by Dr
Dudhe should be treated as
invalid.
“After the demise of Dr
Chaudhari, the first meeting
of Deans was chaired by me
which could have been
attended by Dr Dudhe. But
he did not. Secondly, all the
decisions taken by him if any
after September 26, 2024 will
stand null and void.”
Dr Sanjay Dudhe said,
“After the sad demise of Dr
Chaudhari, I did not go to
any office of RTMNU, nor did
I attend a single meeting. I
am using my own vehicle.
There is no question of
attending any meeting.”
Deans to continue in this academic year
THERE is a Dean for each
faculty, a full time salaried
officer. The Dean is
appointed by the ViceChancellor on the recommendations of the selection committee for the purpose under this Act.
As per the Section 15 (3)
the term of Dean shall be
co-terminus with the term
of office of the ViceChancellor or till he attains
the age of superannuation,
whichever is earlier. But in
case of the death of Dr
Subhash Chaudhari, this
subsection is not applicable as the proviso 2 says,
‘Provided further that, in
case vacancy occurs in the
office of the ViceChancellor because of
death, resignation or otherwise, the dean shall continue to hold the post till
the end of that academic
year.’
